Guomen Times (front page): There are 530 AEO enterprises in Shenzhen's customs district, with group certified enterprises accounting for over 34%

According to recent data released by Shenzhen Customs, as of the end of October 2025, there are 530 "Authorized Economic Operator" (AEO) enterprises in the Shenzhen Customs District. Among them, group certified enterprises account for over 34%, covering Shenzhen's characteristic advantageous industries such as electronic manufacturing, cross-border logistics, and agricultural product trade.

It is reported that Shenzhen Customs has implemented a group style AEO certification model, with the core enterprises of the group as the fulcrum, leveraging the advantages of internal management, information, and personnel communication within the group to provide "customized" training programs for its subsidiaries, forming a group effect of AEO certification. This level integrates certification expert resources from the customs district and launches a service model of "unified standards, graded cultivation, and linked certification", compressing the certification cycle of subsidiaries from an average of 3 months to within 1 month. During the cultivation process, certified experts focus on providing precise guidance in key areas such as customs compliance management, logistics security control, and data system integration, helping enterprises establish a compliance management system covering the entire chain of procurement, production, customs declaration, and after-sales. The "customized" service model has transformed the certification of group enterprises from "passive application" to "active empowerment".  

For foreign trade enterprises, AEO qualification not only brings convenience in customs clearance, but also tangible economic benefits. AEO enterprises can enjoy multiple convenient measures such as priority processing of business, reduction of regulatory frequency, and exemption of some guarantees. Only the "exemption of guarantees for distribution and consolidation" has reduced the average capital occupation cost of AEO enterprises in the comprehensive bonded zone by more than 20%. According to statistics, the import and export clearance time of AEO enterprises in Shenzhen's customs district is reduced by 52% and 68% respectively compared to ordinary enterprises, saving an average of over 200 million yuan in clearance costs for enterprises annually. With the support of AEO mutual recognition, relevant enterprises can enjoy the convenience of local customs clearance when conducting trade with countries and regions that have already implemented mutual recognition, which is conducive to further expanding their international market space.  

The relevant person in charge of Shenzhen Customs stated that the customs will continue to deepen the reform of group style AEO certification, launch special cultivation plans for emerging industries such as new energy and biomedicine, promote more enterprises to join the AEO ranks, and transform the "credit dividend" into a "development force" for foreign trade.
