Indonesia imposes final safeguard measures on imported linear low-density polyethylene

On December 2, 2025, the WTO Committee on Safeguards released the safeguard measures notification submitted to it by the Indonesian delegation. Indonesia has made a positive final ruling on the import of Linear Low Density Polyethylene (LMPE) with a specific gravity of less than 0.94, in other than liquid or paste or powder form. It is recommended to impose a three-stage safeguard measure tax on the products involved, as follows:; The first stage is 2753544 Indonesian Rupiah/ton, the second stage is 2528579 Indonesian Rupiah/ton, and the third stage is 2321994 Indonesian Rupiah/ton. The implementation of measures shall be subject to the taxation order of the Indonesian Ministry of Finance. The investigation period of this case is from July 2021 to June 2024. The products involved are linear low-density polyethylene with a specific gravity of less than 0.94, non liquid/paste/powder, including polyethylene with butene alpha olefin monomers and polyethylene with hexene alpha olefin monomers. The Indonesian tax codes for the products involved are ex3901.10.92 and ex3901.40.00.

On September 9, 2024, Indonesia initiated an investigation into safeguard measures for imported linear low-density polyethylene. The product in question is non liquid/paste polyethylene with an alpha olefin monomer content not exceeding 5%, and it involves products under Indonesian tax number 3901.10.92. On August 7, 2025, the WTO Committee on Safeguards issued a safeguard notification submitted by the Indonesian delegation, stating that at the request of the Indonesian Industry Association, Indonesia has expanded the scope of its safeguard measures for imported linear low-density polyethylene products, adding ethylene alpha olefin copolymers with a specific gravity of less than 0.94 under Indonesian tariff number 3901.40.00.
