The first batch of 3914 duty-free items were stored in the duty-free shops in Xi'an city

On November 24th, the reporter learned from Guanzhong Customs, a subsidiary of Xi'an Customs, that Guanzhong Customs has completed the supervision of the first batch of duty-free goods stored in duty-free shops in Xi'an, with a total of 3914 items and a value of 2.61 million yuan. The duty-free shop is located inside the Zhongda International South Street store at No. 30 South Street, Xi'an City. It is the first duty-free shop in the northwest city and will open to customers on November 26th.

In August 2024, five ministries including the Ministry of Finance and the General Administration of Customs jointly issued a document stating that Xi'an has been approved as the only city in Northwest China to have the qualification of a duty-free shop within the city. Its implementation and operation can significantly enhance the internationalization level of Xi'an's tourism services, which is of great significance in guiding overseas consumption to return, attracting foreign personnel to enter the country for consumption, and promoting the healthy and orderly development of duty-free commodity retail business. The layout of Xi'an duty-free shops has achieved historic expansion after the T5 terminal's inbound and outbound duty-free shops, injecting new momentum into the high-quality development of Shaanxi's tourism and retail industry.

Over the past year, Guanzhong Customs has anchored policies and met the needs of enterprises, taking multiple measures to promote the preparation work of duty-free shops in the city. Based on sufficient research and learning of advanced industry experience, it has cooperated with Xi'an Municipal Bureau of Commerce and Xi'an Xianyang Airport Customs to complete the on-site verification of duty-free shop operating qualifications at the end of September, and successfully passed the pre opening acceptance in mid November.

The opening of duty-free shops in the city will bring more choices and more convenient consumption experience to outbound citizens and foreign tourists coming to Shaanxi. Chinese and foreign passengers who hold valid entry and exit documents and take air transportation from Xi'an within 60 days (inclusive) can enjoy the "city purchase, port pickup" service when shopping in the duty-free zone; Overseas travelers who meet the conditions can enjoy the preferential policy of "departure tax refund" when shopping in the tax paid area.

Qi Bo, the director of Guanzhong Customs, stated that supporting the establishment and operation of duty-free shops in Xi'an is an important measure for customs to serve the high-level opening-up of Xi'an. Next, based on the preliminary work, Guanzhong Customs will continue to optimize the business environment at the port, continuously improve the supervision and convenient service measures of duty-free shops, help domestic "trendy products" enter the international market, and contribute customs strength to Xi'an's cultivation and creation of an international consumption center city.
