The surging new momentum of 'Xi'an chip'

In the dust-free workshop of Micron Semiconductor (Xi'an) Co., Ltd., the low roar of machines witnesses the vigorous heat of technological manufacturing. Wafers are orderly circulated between different processes, and customs officers wearing professional protective clothing are carefully inspecting a batch of vacuum packaged semiconductor goods. This is the "hardcore engine" of Shaanxi's foreign trade development, and also a vivid scene of Xi'an Customs' Guanzhong Customs providing precise services to the semiconductor industry.

Currently, the wave of artificial intelligence is on the rise, with explosive growth in large models and computing power, driving a surge in demand for high-performance storage and memory solutions. As an important part of global storage solutions, Micron Technology is committed to building its Xi'an factory into a global center of excellence for DRAM assembly, testing, and module manufacturing. In June 2023, it announced an additional investment of RMB 4.3 billion in the Xi'an factory. According to customs statistics, in the first 10 months of 2025, Micron Semiconductor (Xi'an) Co., Ltd.'s total import and export value reached 129.388 billion yuan, a year-on-year increase of 62.6%.

Development has demand, and customs has action. Guanzhong Customs focuses on the characteristics of "strong timeliness, high professionalism, and multiple links" in the clearance of the semiconductor industry, and uses a combination of regulatory measures. The customs will promote semiconductor companies such as Micron and Samsung to be included in the pilot program of "control and inspection mode for high-tech goods such as vacuum packaging". Their imported goods can be directly transferred from the port to the enterprise's dust-free workshop for inspection, effectively reducing the risk of unpacking damage and customs clearance time costs. In the first 10 months of this year, Guanzhong Customs has supervised 4269 batches of high-tech goods such as vacuum packaging imported through this mode.

In addition, Guanzhong Customs has guided enterprises to make full use of the policy dividends of the free trade agreement, while increasing efforts to cultivate credit, and has successively cultivated 14 semiconductor and its supporting enterprises to pass the customs advanced certification. The customs also jointly issued 18 measures and 60 measures to optimize the business environment with the commerce department of Xi'an, consolidating the "soft foundation" from logistics, platforms to industries and services.

Nowadays, a series of "Xi'an chips" are leading the customs "acceleration" towards the global market, widely used in advanced computers, consumer electronics products, networks and mobile devices, and other related products, weaving a new picture of high-quality development of Shaanxi's semiconductor industry.
