Ministry of Commerce: China will continuously optimize the licensing process to promote compliant trade of export controlled items
Beijing, November 6 (Xinhua) -- The spokesperson of the Ministry of Commerce, He Yadong, stated on the 6th that China is willing to strengthen communication and cooperation with all parties, continuously optimize the licensing process, actively apply facilitation measures such as general licenses, and promote compliant trade of export controlled items.
At the regular press conference held by the Ministry of Commerce on the same day, a reporter asked: The report released by the White House on November 1 mentioned that China will issue general export licenses for some rare earth elements. The outside world has noticed that this statement seems to be different from the press release released by the Chinese Ministry of Commerce, which only mentioned the export control measures announced on October 9th. What is China's comment on this? He Yadong made the above response to this.
He Yadong said that rare earth and other related items have obvious dual-use attributes for military and civilian purposes. China conducts licensing review in accordance with laws and regulations, and grants licenses to applications that meet the requirements. The Chinese side has repeatedly emphasized its willingness to strengthen communication and cooperation with all parties, continuously optimize the licensing process, actively apply facilitation measures such as general licensing, promote compliant trade of export controlled items, and ensure the security and stability of the global industrial and supply chains.
In response to questions related to Anshi Semiconductor, He Yadong said that China, in line with its responsible attitude towards the stability and security of the global semiconductor supply chain, has timely approved the relevant export license applications of Chinese exporters and granted exemptions to eligible exports, striving to promote the resumption of supply from Anshi Semiconductor (China). The Chinese side hopes that the Dutch side, from the perspective of maintaining the overall economic and trade relations between China and the Netherlands, as well as the stability and security of the production and supply chain, will work towards China with a responsible attitude, stop interfering in the internal affairs of enterprises, and find constructive solutions to the Anshi Semiconductor issue.
Will China lift its ban on American Micron? Will the measure to include the 5 companies under the subsidiary of Hanwha Marine in the list of unreliable entities be suspended? He Yadong stated that the Ministry of Commerce has released relevant information on the joint arrangement of the China US Kuala Lumpur Economic and Trade Consultation, introducing the main achievements and consensus reached in the consultation, including fentanyl tariffs and law enforcement cooperation, agricultural product trade, US China maritime logistics, and the 301 measures for the shipbuilding industry. Both China and the United States have released official documents regarding tariff adjustments.
