Announcement No. 221 of 2025 of the General Administration of Customs (announcement on inspection and hygiene requirements for imported wild aquatic products from Iceland)
Announcement [2025] No. 221
In accordance with Chinese laws and regulations and the provisions of the General Administration of Customs of the people's Republic of China (hereinafter referred to as the Chinese side) and the Ministry of industry of the Republic of Iceland (hereinafter referred to as the Icelandic side) on the inspection and hygiene requirements of Icelandic wild aquatic products exported to China, the import of Icelandic wild aquatic products meeting the following relevant requirements is allowed from now on:
1、 Inspection and quarantine basis
(1) The food safety law of the people's Republic of China and its implementing regulations, the law of the people's Republic of China on entry and exit animal and plant quarantine and its implementing regulations, the law of the people's Republic of China on import and export commodity inspection and its implementing regulations.
(2) The measures of the people's Republic of China for the administration of the safety of imported and exported food and the provisions of the people's Republic of China on the administration of the registration of overseas production enterprises of imported food.
(3) Protocol between the General Administration of Customs of the people's Republic of China and the Ministry of industry of the Republic of Iceland on the inspection and hygiene requirements of wild aquatic products exported from Iceland to China (hereinafter referred to as the protocol).
2、 Scope of imported products
Wild aquatic products refer to aquatic animal products and products, aquatic algae products and products for human consumption that are caught or obtained in the wild, excluding amphibians, reptiles, aquatic mammals, species listed in the annex to the Convention on international trade in endangered species of Wild Fauna and Flora (CITES) and the list of wildlife under national key protection in China, live aquatic animals and aquatic animal and plant breeding materials.
3、 Requirements of manufacturer
Production enterprises (including production, processing and storage enterprises) that export wild aquatic products to China shall be approved and supervised by Icelandic authorities. The manufacturer meets the veterinary health and public health requirements of China and Iceland.
Production enterprises that export wild aquatic products to China shall be recommended by Bing to the Chinese side for registration. Without registration, it is not allowed to export to China.
4、 Requirements for imported products
Ice side shall ensure that the wild aquatic products exported to China meet the following conditions:
(1) Legally fished or obtained in national or international waters.
(2) Neither raw materials nor products have the following problems:
1. Iceland's wild aquatic products that have been or will be exported to China seriously violate the relevant laws and regulations of China's food safety and the provisions of the protocol.
2. the occurrence of aquatic animal diseases related to the products of the protocol listed in the list of imported animal quarantine diseases of the people's Republic of China (hereinafter referred to as the list) and required to be notified by the world organization for animal health (woah) in Iceland has seriously affected the safety of wild aquatic products exported to China.
3. any major food safety incident of products or enterprises related to the protocol in Iceland may affect the safety of wild aquatic products exported to China.
(3) The company has not directly or indirectly used drugs or additives banned by China and Iceland, and used drugs or additives restricted or permitted by China according to regulations.
(4) After inspection and quarantine by the competent authorities, no pathogenic microorganisms, toxic and harmful substances and foreign bodies listed in Chinese laws and regulations, and no infectious diseases, parasitic diseases and aquatic animal diseases listed in the list and required to be notified by woah were found.
(5) The production process (including fishing, receiving, production and processing, packaging, storage, transportation, transit and export, etc.) shall comply with China's safety and health requirements and traceability requirements.
(6) The packaging, labeling and identification of products shall comply with the national food safety standards and requirements of China.
5、 Certificate requirements
The Icelandic side is responsible for carrying out inspection and Quarantine of wild aquatic products exported to China in accordance with the requirements of the Chinese side, and issuing a health certificate confirmed by both parties for each batch of wild aquatic products exported to China, proving that the batch of products comply with the relevant provisions of China's food safety laws and regulations. The certificate shall be printed in Chinese and English at least (English is the required language when filling in the certificate).
The health certificate shall completely fill in the information of the production enterprises of wild aquatic products exported to China. The Icelandic party shall timely provide the certificate sample and official seal to the Chinese party for filing. In case of any change, the Icelandic party shall file with the Chinese party at least one month before it takes effect.
6、 Other requirements
The Chinese customs will implement inspection and Quarantine of wild aquatic products exported to China in accordance with Chinese laws and regulations and the protocol.
Products that do not meet the requirements of the Protocol shall be destroyed, returned or otherwise disposed of. For the production enterprises whose products are found to have serious problems or repeatedly violate the provisions of the protocol, China will take measures such as strengthening inspection and quarantine or suspending imports.
