中俄免签政策首月 满洲里公路口岸见证“双向奔赴”热潮
金秋十月，满洲里公路口岸旅客进境大厅内人头攒动，海关人员正有序引导旅客通关。“现在往来就像串门一样方便。”一位俄罗斯旅客说。中俄免签政策试行首月，满洲里海关监管经满洲里公路口岸进境俄籍旅客1.4万人次，监管俄籍旅客人数较今年政策实施前日均增长8%。
为确保中俄免签政策落地实施，满洲里海关所属满洲里十八里海关迅速反应、全面布局。一方面，实时监测旅客流量，动态调整查验通道和人员配置，通过增开通道、增派人员、增加引导，实现快速验放、快速处置、快速通关，旅客整体通关时间压缩10%。另一方面，深化“智慧旅检”建设，大力推广应用“旅检AI助手”，增配蓝牙翻译耳机，在运用智慧卫检通道、核辐射探测设备、人体毫米波等科技设施设备基础上，叠加人脸抓拍、智能验核通道证照识别等智慧手段，减少旅客等候时间，提升“无感通关”体验。同时，针对“夕阳红”旅行团、跨境研学团等特殊群体，精准预判高峰波段，持续完善“团体预约”通关服务，设立伤残旅客通关专用通道，提供个性化通关措施，不断提升广大进出境旅客满意度。

At the same time, targeting special groups such as "Sunset Red" travel groups and cross-border study tours, we accurately predict peak hours, continuously improve "group appointment" customs clearance services, establish dedicated channels for disabled passengers, provide personalized customs clearance measures, and continuously improve the satisfaction of inbound and outbound passengers.
