在“家门口”实现“卖全球” ——海关智慧监管赋能跨境电商产业蓬勃发展
“十四五”期间,跨境电商作为发展速度快、潜力大、带动作用强的外贸新业态,正日益成为推动经济高质量发展的新引擎。
在芜湖宣州机场(以下简称“芜宣机场”)的海关监管作业场所,一辆辆满载着跨境电商货物的卡车接连驶入,这些货物将搭载芜宣机场的国际货运航班,飞往世界各地。
自芜宣机场开通首条国际货运航线以来,这里成为合肥海关所属芜湖海关监控科科长何达新的工作地点。在芜湖海关“江城通”监管场所物流一体化监控中心,何达关注着作业平台上数据的变化。巨大的显示屏上一个个红点不断地移动,显示报关单量的数字也在不停地攀升。
“每一个红色标点代表一辆货车,”何达介绍说,“芜湖跨境电商‘9610’监管场所到芜宣机场通勤距离远、耗时长、监管范围广,在途监管存在风险。而通过‘江城通’监管场所物流一体化平台(以下简称‘江城通’平台),可实现‘运行动态全要素监控’,我们可以直观掌握货物整个在途状态,货物在‘9610’监管场所完成监管后,被施加电子关锁通过卡口进入运输环节,同时货物的运输状态、车牌、报关单号等实时数据会通过‘江城通’平台实时传输至机场,机场的关员可随时查询货物的具体信息。货物通过机场监管卡口后,系统会自动解锁,数据也会同步传回‘9610’监管场所,完成场所间的货物流转,企业无需再办理转关申报等手续。”
跨境电商出口“9610”模式针对的是跨境电商中的小包裹、多品名、高频次发货的B2C(企业对个人)订单,即境外消费者在跨境电商平台上向境内电商卖家下单购买商品,商品经海关监管放行后出境送达境外消费者手中。
芜湖跨境电商产业起步初期,芜湖本地电商企业“出海”之路可不像现在这么便捷顺畅。
2022年5月,随着芜湖跨境电商“9610”监管场所正式运行,电商企业通过“9610”出口货物的需求日益增长。然而同一海关辖区内的不同监管场所之间无法进行传统意义上的转关操作,跨境电商企业坐拥芜宣机场这一优质空港,却只能舍近求远,办理转关手续后从外地机场出境。
以科技手段促进监管模式的创新迫在眉睫。
随着智慧海关建设的大力推进,2025年1月,“江城通”平台应运而生。该平台将芜湖跨境电商“9610”监管场所与芜宣机场的数据对流,实现了不同监管场所互联互通。在此基础上,利用“智能关锁”“移动侦测”等智能装备加强转场货物在途监管,采用普通厢式货车加装电子锁扣模式代替海关监管车辆,实现场站不卸装换车,提升通关速度,跨境电商货物实现当日申报,当日即可搭载航班出口。
“以前我们要把电商货物拉到南京、上海等地的机场出口,现在在家门口就能直接‘出海’啦。”星橙云(芜湖)数字科技有限公司经理俞泽群说。
数据显示,自“江城通”平台上线以来,企业物流成本降低约50%,通关时间压缩3小时左右。截至目前,芜宣机场已开通15条全货机航线,其中国际航线8条,累计执行全货机航班3185架次,同比增长74.23%。目前在飞全货机货运航线数量和班次位居安徽省第一。
“‘江城通’平台只是海关监管在‘十四五’期间智慧与创新的一个缩影。”何达说,“未来,我们将全面深化智慧化监管体系建设,持续以科技赋能监管流程,构建多层次协同机制,实现监管体系的精细化和高效化,全面提升监管能力,以高水平开放促进高质量发展。”

Realizing 'selling globally' at 'doorstep' - Customs intelligent supervision empowers the flourishing development of cross-border e-commerce industry
During the 14th Five Year Plan period, cross-border e-commerce, as a new form of foreign trade with fast development speed, great potential, and strong driving effect, is increasingly becoming a new engine for promoting high-quality economic development.
At the customs supervision operation site of Wuhu Xuanzhou Airport (hereinafter referred to as "Wuxuan Airport"), trucks loaded with cross-border e-commerce goods are entering one after another. These goods will be carried by Wuxuan Airport's international cargo flights to various parts of the world.
Since the opening of the first international cargo route at Wuxuan Airport, this has become the workplace of He Daxin, the head of the Wuhu Customs Monitoring Department under Hefei Customs. At the logistics integrated monitoring center of the "Jiangchengtong" supervision site of Wuhu Customs, Heda is paying attention to the changes in data on the operation platform. Red dots kept moving on the huge display screen, and the number of customs declaration forms kept climbing.
Each red punctuation mark represents a truck, "He Da explained." The commuting distance from the Wuhu Cross border E-commerce '9610' Supervision Site to Wuxuan Airport is long, time-consuming, and the supervision scope is wide, which poses risks for in transit supervision. However, through the 'Jiangchengtong' Supervision Site Logistics Integration Platform (hereinafter referred to as the 'Jiangchengtong' platform), we can achieve 'dynamic full element monitoring of operation', and we can intuitively grasp the entire in transit status of the goods. After the goods are supervised in the '9610' Supervision Site, they are electronically locked and enter the transportation process through the checkpoint. At the same time, real-time data such as the transportation status, license plate, and customs declaration number of the goods will be transmitted to the airport in real time through the 'Jiangchengtong' platform, and the airport customs officers can monitor them at any time. Retrieve specific information about the goods. After the goods pass through the airport supervision checkpoint, the system will automatically unlock and the data will be synchronously transmitted back to the '9610' supervision site, completing the flow of goods between sites. Enterprises do not need to handle customs declaration and other procedures again. ”
The "9610" cross-border e-commerce export model is aimed at B2C (business to individual) orders with small packages, multiple product names, and high-frequency shipments in cross-border e-commerce. That is, overseas consumers place orders to purchase goods from domestic e-commerce sellers on cross-border e-commerce platforms, and the goods are released by customs supervision and delivered to overseas consumers.
In the early stages of the cross-border e-commerce industry in Wuhu, the path for local e-commerce enterprises to "go global" was not as convenient and smooth as it is now.
In May 2022, with the official operation of the Wuhu cross-border e-commerce "9610" regulatory venue, the demand for e-commerce enterprises to export goods through "9610" is increasing day by day. However, traditional customs transfer operations cannot be carried out between different regulatory places within the same customs jurisdiction. Cross border e-commerce enterprises, which have access to the high-quality airport of Wuxuan, can only seek distance by completing the transfer procedures and exiting from other airports.
It is urgent to promote innovation in regulatory models through technological means.
With the vigorous promotion of smart customs construction, the "Jiangchengtong" platform will emerge in January 2025. This platform enables data exchange between the "9610" cross-border e-commerce regulatory site in Wuhu and Wuxuan Airport, achieving interconnectivity between different regulatory sites. On this basis, intelligent equipment such as "smart customs locks" and "motion detection" will be used to strengthen the supervision of transit goods. Ordinary box trucks will be equipped with electronic locks instead of customs supervision vehicles, and on-site stations will not unload or change vehicles, improving customs clearance speed. Cross border e-commerce goods can be declared on the same day and can be transported to flights for export on the same day.
Previously, we had to transport e-commerce goods to airports in Nanjing, Shanghai, and other places for export, but now we can directly 'go abroad' right at our doorstep, "said Yu Zequn, manager of Star Orange Cloud (Wuhu) Digital Technology Co., Ltd.
Data shows that since the launch of the "Jiangchengtong" platform, logistics costs for enterprises have decreased by about 50%, and customs clearance time has been reduced by about 3 hours. As of now, Wuxuan Airport has opened 15 all cargo flight routes, including 8 international routes, with a total of 3185 all cargo flights executed, a year-on-year increase of 74.23%. At present, the number and frequency of all cargo flight routes are ranked first in Anhui Province.
The 'Jiangchengtong' platform is just a microcosm of the intelligence and innovation of customs supervision during the 14th Five Year Plan period, "said He Da."
