前三季度拱北海关签发原产地证书金额超453亿元
今年1-9月，拱北海关累计签发各类原产地证书11.66万份，同比增长8.12%，签证金额453.46亿元，同比增长11.91%。其中，出口产品以智能家电、精细化工、高新技术产品等为主。
在化工新材料领域，珠海华润化学材料科技有限公司的海外市场持续扩大，其生产的瓶级聚酯切片、PETG等产品，凭借优良品质远销东南亚、中东、非洲等地。“今年以来，我们向拱北海关所属香洲海关申领原产地证书438份，货值约3.6亿元。”该公司总经理赵亮表示，“作为深耕新材料领域的企业，国际市场对产品合规性要求高，而海关在原产地政策解读、证书申领流程上的细致指导，让我们从标准适配到货物通关全程高效，不仅降低了贸易成本，也让产品在国际竞争中底气更足。”
作为出口货物的“经济国籍”，原产地证书是企业享受进口国关税减免的重要凭证，有“纸黄金”的美誉。面对复杂外部环境，辖区企业积极用好RCEP等自贸协定红利，出口展现强大韧性。今年1-9月拱北海关签发的11.66万份各类原产地证书中，RCEP证书5134份、签证金额17.51亿元，同比分别增长7.93%、12.84%。
为持续推动企业高质量利用原产地优惠政策，拱北海关靶向对接企业需求，加强享惠指导，“线上推送+季度宣讲+实地走访”开展政策宣贯；大力推广“智能审核+自助打印”等一站式便利化措施，实现证书“秒级”申领，为外贸稳量提质注入强劲动能。（文/何育才）

Faced with a complex external environment, enterprises in the jurisdiction actively make good use of the benefits of free trade agreements such as RCEP, and demonstrate strong resilience in exports. Among the 116600 certificates of origin issued by Gongbei Customs from January to September this year, 5134 RCEP certificates and a visa amount of 1.751 billion yuan were issued, an increase of 7.93% and 12.84% respectively year-on-year.
