全程“一次申报、一次担保、一车直达” 重庆TIR国际公路运输线路顺利首发
10月15日，在西部（重庆）科学城，4辆载满电子产品的TIR专用车辆从西永综保区出发，前往哈萨克斯坦，标志着重庆-中亚TIR线路正式开行，填补了重庆本地TIR运输模式的空白。
TIR系统即国际公路运输系统，是建立在联合国《国际公路运输公约》（TIR公约）基础上的唯一的全球性货物运输海关通关系统。持有TIR证的车辆可在各缔约国之间便捷通关，全程“一次申报、一次担保、一车直达”，在边境口岸出入境时只需核对TIR单证信息，检查车辆海关封志无误，不需查验、免缴担保金，以“一车一证、全程直达”模式实现“门到门”高效服务。
本次首发的TIR专用车辆由渝新欧（重庆）供应链公司作为运营组织平台，华鹏飞公司负责全程物流运输，运输货物40吨，货值460万元。车辆从西永综保区出发经霍尔果斯口岸出境，最终到哈萨克斯坦阿拉木图，比传统跨境公路运输模式时间压减30%左右。
为保障首票TIR业务顺利通关，重庆海关所属西永海关提供“7×24小时”预约通关措施，现场快速办理系统审批、证书签注和车体施封等工作，并对接霍尔果斯海关，动态跟踪车辆到达口岸时间，确保TIR专用车辆顺利出境通关。

The Chongqing TIR international road transportation route with "one declaration, one guarantee, and one direct train" was successfully launched throughout the entire process
On October 15th, in the Western (Chongqing) Science City, four TIR special vehicles loaded with electronic products departed from the Xiyong Comprehensive Bonded Zone and headed to Kazakhstan, marking the official launch of the Chongqing Central Asia TIR route and filling the gap in the local TIR transportation mode in Chongqing.
The TIR system, also known as the International Road Transport System, is the only global customs clearance system for the transportation of goods based on the United Nations Convention on International Road Transport (TIR Convention). Vehicles holding TIR certificates can easily clear customs between contracting countries, with "one declaration, one guarantee, and one direct transportation" throughout the process. When entering or leaving the border port, only the TIR document information needs to be verified, and the vehicle customs seal needs to be checked for accuracy. There is no need to inspect or waive the guarantee deposit, and the "one vehicle, one certificate, full direct transportation" mode realizes efficient "door-to-door" service.
The TIR special vehicle launched this time is operated and organized by Yuxinou (Chongqing) Supply Chain Company, with Huapengfei Company responsible for the entire logistics transportation, transporting 40 tons of goods worth 4.6 million yuan. Vehicles depart from Xiyong Comprehensive Bonded Area via Khorgos Port and finally arrive at Almaty, Kazakhstan, which is about 30% shorter than the traditional cross-border road transport mode.
In order to ensure the smooth customs clearance of the first ticket TIR business, Xiyong Customs under Chongqing Customs provided "7 × 24 hours" booking customs clearance measures, quickly handled system approval, certificate endorsement, vehicle body sealing and other work on site, and docked with Khorgos Customs to dynamically track the time of vehicle arrival at the port to ensure the smooth customs clearance of TIR special vehicles.
Xiyong Customs will deepen the special action of cross-border trade facilitation, focus on the expectations of enterprises, continuously optimize regulatory services, actively support the development of new international logistics transportation models under the TIR mode, assist Chongqing in expanding and unblocking more international logistics channels, and provide more new impetus for the open economic development of Chongqing and even the inland areas of China.
