10月15日，2025“一带一路”海关食品安全合作会议在上海举行。海关总署署长孙梅君出席会议并作主旨演讲，上海市委常委、常务副市长吴伟致欢迎辞，海关总署副署长赵增连主持会议。
会议以“深化国际合作机制 共促贸易安全便利”为主题，总结了近年来“一带一路”海关食品安全合作新成果，互学互鉴各方新经验新成效，研讨了当前食品安全面临的新形势新挑战，共同谋划“一带一路”海关食品安全合作共治新举措。会议通过了《共促贸易便利共享食品安全上海宣言》，上线运行“丝路食安”信息平台，11个国家代表现场签署《“一带一路”海关食品安全合作机制章程》，正式加入机制，机制成员国家达到18个。会议期间，中方还与多个国家代表签署农食产品准入合作文件。
孙梅君在主旨演讲中指出，“一带一路”海关食品安全合作机制自2023年建立以来取得多方面进展，合作机制更加成熟稳健，政府监管更加精准高效，农食产品更加安全可靠，贸易往来更加便利畅通，保障了农业食品产业链供应链更加安全稳定，为深化相关国家间的交流合作和扩大经贸往来作出积极贡献。
孙梅君表示，中国海关愿与各国食品安全主管部门一道，以此次会议为契机，践行全球治理倡议，大力弘扬丝路精神，深化食品安全治理务实合作，推动农食产品贸易更加安全便利。孙梅君发出4点倡议：坚持崇德尚法，进一步压实食品企业质量安全主体责任；坚持科学监管，充分发挥国际规则和标准的引领作用；坚持共建共治，实现从农场到餐桌的全链条食品安全责任共担；坚持互利共赢，让全球消费者共享高水平食品安全治理成果。
据海关统计，今年前9个月，中国与共建“一带一路”国家食品贸易额达到9152.4亿元，同比增长2.5%，贸易多元化之路越走越宽，合作发展成果不断扩大。
来自21个共建“一带一路”国家的食品安全主管部门、驻华使领馆以及国际组织代表，国内食品安全相关主管部门、上海市政府负责人参加会议。

On October 15, the 2025 "the Belt and Road" Customs Food Safety Cooperation Conference was held in Shanghai. Sun Meijun, Director General of the General Administration of Customs, attended the meeting and delivered a keynote speech. Wu Wei, member of the Standing Committee of the Shanghai Municipal Party Committee and Executive Vice Mayor, delivered a welcome speech. Zhao Zenglian, Deputy Director General of the General Administration of Customs, presided over the meeting.
With the theme of "deepening international cooperation mechanisms to jointly promote trade security and facilitation", the meeting summarized the new achievements of the "the Belt and Road" customs food security cooperation in recent years, learned from each other's new experience and achievements, discussed the new situation and challenges facing current food security, and jointly planned new measures for the "the Belt and Road" customs food security cooperation and co governance. The meeting adopted the Shanghai Declaration on Jointly Promoting Trade Facilitation and Sharing Food Safety, launched the "Silk Road Food Safety" information platform, and representatives of 11 countries signed the Articles of Association of the "the Belt and Road" Customs Food Safety Cooperation Mechanism on the spot, officially joining the mechanism, with 18 member countries. During the conference, China also signed cooperation documents on agricultural and food product access with representatives from multiple countries.
Sun Meijun pointed out in the keynote speech that the "the Belt and Road" customs food safety cooperation mechanism has made progress in many aspects since its establishment in 2023. The cooperation mechanism is more mature and stable, the government supervision is more accurate and efficient, the agricultural and food products are more safe and reliable, and the trade exchanges are more convenient and smooth, which has guaranteed the supply chain of the agricultural and food industry chain to be more secure and stable, and has made positive contributions to deepening exchanges and cooperation between relevant countries and expanding economic and trade exchanges.
Sun Meijun stated that Chinese customs is willing to work with food safety authorities from various countries to take this meeting as an opportunity to implement global governance initiatives, vigorously promote the spirit of the Silk Road, deepen practical cooperation in food safety governance, and promote safer and more convenient trade in agricultural and food products. Sun Meijun issued four proposals: adhere to the principle of respecting morality and law, and further strengthen the main responsibility of food enterprises for quality and safety; Adhere to scientific supervision and fully leverage the leading role of international rules and standards; Adhere to joint construction and governance, and achieve shared responsibility for food safety throughout the entire chain from farm to table; Adhere to mutual benefit and win-win situation, and enable global consumers to share the achievements of high-level food safety governance.
According to customs statistics, in the first nine months of this year, the food trade volume between China and the countries jointly building the "the Belt and Road" reached 915.24 billion yuan, an increase of 2.5% year on year. The road of trade diversification is widening and the achievements of cooperation and development are expanding.
Representatives of food safety authorities, embassies and consulates in China and international organizations from 21 countries jointly building the "the Belt and Road", as well as heads of domestic food safety related authorities and Shanghai Municipal Government attended the meeting.
