擦亮自贸港建设的惠民底色（人民时评）
逛店打卡、品牌折扣，连住优惠、多券叠加，非遗体验、音乐派对……刚刚过去的国庆、中秋假期，海南围绕“免税+”推出一系列新玩法，有效满足家庭出游、休闲度假、美食探索等多元需求，不仅释放了消费潜力，也让大家切实感受到自贸港建设的丰硕成果。
当前，距离海南自贸港全岛封关只有两个月左右，封关配套政策、封关试运行等工作正加快进行。“零关税”商品范围扩大至约6600个税目，但封关运作带来的红利远不限于此。搞清楚、讲明白自贸港建设蕴含的发展红利，将更好为封关运作和海南发展凝心聚力。
作为海南自贸港建设的重大标志性节点，封关运作将带来海关监管、税收征管等体系的系统性变革，对经营主体和人民群众而言同样意味着实实在在的机遇和红利。比如开展境外认证改革试点，出海企业无须辗转多国，在海南即可完成国外市场的认证流程；又如扩大到全岛适用的“加工增值免关税”政策，高度依赖进口原材料的企业借此可以省下一大笔资金；再如“双15%”税收优惠，将不断吸引高新技术、现代服务业等高附加值产业和高端人才落地海南。
悠悠万事，民生为大。系统性改善民生，从根本上说要靠发展，让更多的群众和经营主体从封关运作中体会到获得感、让自贸港建设成果更多更公平惠及群众。实施更加优惠的货物“零关税”政策、更加宽松的贸易管理措施、更加便利的通行措施、更加高效精准的监管模式，有助于重塑海南的发展禀赋，从长远看也会极大改善海南居民的就业状况和生活条件。聚焦群众关切，加强基础性、普惠性、兜底性民生建设；聚焦发展短板，不断增强高质量发展优势，人民群众的获得感将有新的提升。
