身边的“十四五”——海关监管迈入“智慧时代”
在山东港口青岛港前湾港区卡口，一辆辆满载进出口货物的集装箱车如潮水涌动，一刻不停地穿梭往来。这里是我国北方重要的外贸货物集散地，也是青岛海关所属黄岛海关关员郭剑飞工作的地方。
海关查验平台上，郭剑飞手里的查验单兵设备收到了一票进口装载机的查验提示信息，开箱、查验、放行，整个过程一气呵成。代理该票装载机的青岛中港通物流有限公司副总经理凌静全程都没有进入查验区，而是坐在办公室里通过手机端的“关港通”App远程操作，配合海关查验，整个操作过程用时不到2分钟。
“这就是‘智慧监管’带来的变化。”郭剑飞介绍，“我们通过‘关港通’智慧查验平台实现海关与港口信息系统对接，实现查验流程线上办理、节点信息公开、自动预约排序等功能，企业可直接通过网站、手机App或者微信小程序，线上向海关发起查验预约，港务部门同步配合海关办理调箱、掏箱、装箱、提箱等手续。整个通关模式由‘多点、多次、人工’窗口办理变为‘一个平台’全网通办。”
2022年开始，海关总署大力推进智慧海关建设。青岛海关联合山东港口，通过业务数字化提升与信息互通共享，打造了“关港通”智慧查验平台，聚焦顺势监管，将海关查验一体化嵌入港口物流。海关查验通知、查验结果推送至平台，港务部门自动生成装箱、移箱指令，“智慧”安排调箱、装箱返场计划，并顺势完成海关辐射探测、称重等作业，实现海关查验、港口物流调运无缝自动衔接，全面压缩进出口货物查验通关时间。
“现在查验平台上的熙熙攘攘渐渐消失了，取而代之的是键盘敲击声和随时响起的系统提示音，这是海关监管作业方式变革的最直接表现。”郭剑飞说。
“智慧监管”不仅实现了效率提升，更体现出服务理念的变化。据郭剑飞介绍，他们还联合港口在“关港通”平台开通了“云上客服”，建立海关、港口与企业的“直通车”，线上解答企业通关、港务咨询。
如今，“关港通”查验平台已经升级到2.0版本，陆续覆盖了普货、粮食、冷链、拼箱、散货、危险品监管的6大业务板块，定制开发了27个重点应用场景。“快易筛”可以实现初筛鉴定室的业务线上办理及鉴定报告自动反写，“检疫处理”应用实现熏蒸业务线上办理，“智慧鉴重”应用实现验核重量指令的顺势自动执行并自动回传……
数据显示，自“关港通”智慧查验平台上线以来，涉港作业的11个环节优化缩减至3个，单票货物物流作业、缴费提离等办理时间节省6小时以上，优先查验的鲜活易腐农产品、AEO高级认证企业货物平均调运时间缩短5小时，仅青岛港区每年便可节约企业综合成本约3500万元。
“‘关港通’平台的每一步都见证了海关监管在‘十四五’期间的数字化、智能化进程。”郭剑飞表示，“关港通”智慧查验平台只是智慧海关建设的一个缩影。未来，这样的智慧平台将成为连接各方、协同创新的数字生态圈，推进智慧海关、智慧口岸、智慧港口的深度融合，为进一步全面深化改革、推进中国式现代化贡献力量。（封磊/文）

This is an important distribution center for foreign trade goods in northern China, and also the place where Guo Jianfei, a customs officer from Huangdao Customs under Qingdao Customs, works.
On the customs inspection platform, Guo Jianfei received a notification message for the inspection of an imported loader on his individual inspection equipment. He opened the box, inspected, and released it in one go. Ling Jing, the deputy general manager of Qingdao Zhonggangtong Logistics Co., Ltd., who acted as the agent for the loading machine, did not enter the inspection area throughout the entire process. Instead, she sat in the office and remotely operated it through the "Guangangtong" app on her mobile phone, cooperating with customs inspection. The entire operation process took less than 2 minutes.
This is the change brought about by 'smart supervision', "Guo Jianfei introduced." We use the 'Customs Port Connection' smart inspection platform to integrate customs and port information systems, enabling online processing of inspection processes, disclosure of node information, automatic appointment sorting, and other functions. Enterprises can directly initiate inspection appointments with customs online through websites, mobile apps, or WeChat mini programs, and the port authorities will cooperate with customs to handle procedures such as container transfer, unloading, loading, and lifting. The entire customs clearance mode has changed from 'multi-point, multiple time, manual' window processing to 'one platform' full network processing. ”
Starting from 2022, the General Administration of Customs will vigorously promote the construction of smart customs. Qingdao Customs, in collaboration with Shandong Port, has created the "Customs Port Connection" smart inspection platform through business digitization and information sharing, focusing on timely supervision and integrating customs inspection into port logistics. The customs inspection notification and inspection results are pushed to the platform, and the port department automatically generates packing and moving instructions. The "smart" arrangement of container adjustment and packing return plans is carried out, and customs radiation detection, weighing and other operations are completed accordingly, achieving seamless automatic connection between customs inspection and port logistics transportation, and comprehensively compressing the clearance time of import and export goods inspection.
The hustle and bustle on the inspection platform has gradually disappeared, replaced by the sound of keyboard keystrokes and system prompt sounds that can be heard at any time. This is the most direct manifestation of the reform of customs supervision operations, "said Guo Jianfei.
Smart supervision not only improves efficiency, but also reflects a change in service philosophy. According to Guo Jianfei, they have also partnered with the port to open a "cloud customer service" on the "Customs Port Connection" platform, establishing a "direct train" between customs, ports, and enterprises, and providing online answers to enterprise customs clearance and port consultation.
Nowadays, the "Customs and Port Connect" inspection platform has been upgraded to version 2.0, covering six major business sectors including general cargo, grain, cold chain, LCL, bulk cargo, and dangerous goods supervision. 27 key application scenarios have been customized and developed. Fast and Easy Screening "can achieve online processing of initial screening and identification rooms, as well as automatic reverse writing of identification reports. The" Quarantine Processing "application can achieve online processing of fumigation business, while the" Smart Weighting "application can automatically execute and return weight verification instructions in a timely manner
Data shows that since the launch of the "Customs and Port Connect" intelligent inspection platform, the optimization of 11 links related to port operations has been reduced to 3, saving more than 6 hours in processing time for single ticket cargo logistics operations, payment and pickup, and prioritizing the inspection of fresh and perishable agricultural products and AEO advanced certified enterprise cargo. The average transportation time has been shortened by 5 hours, and Qingdao Port Area alone can save about 35 million yuan in comprehensive costs for enterprises every year.
Every step of the 'Guan Gang Tong' platform has witnessed the digitalization and intelligence process of customs supervision during the 14th Five Year Plan period. Guo Jianfei said that the 'Guan Gang Tong' smart inspection platform is just a microcosm of the construction of smart customs.
