Hangzhou Customs, Ningbo Customs, and Yiwu Municipal Government jointly establish a law enforcement cooperation mechanism
On October 21st, Hangzhou Customs, Ningbo Customs, and the People's Government of Yiwu City announced the "Hangzhou Customs, Ningbo Customs, and the People's Government of Yiwu City Strengthen Yiwu Enterprises' Compliance and Law Enforcement Cooperation Mechanism to Further Promote the Convenient Customs Clearance of Export Goods", jointly promoting the construction of a new pattern of collaborative governance of "government supervision, enterprise self-management, and customs supervision".
This collaboration mechanism is an important measure for Hangzhou Ningbo Customs to jointly implement the "Four Major Partnership Actions" and create a new paradigm of provincial customs cooperation.
According to the cooperation mechanism arrangement, the three parties will jointly establish a law enforcement cooperation working group, establish a joint meeting and liaison mechanism, and a daily contact mechanism at the business site, focusing on deepening cooperation in five aspects: policy propaganda, source governance, customs clearance disposal, business environment, and information sharing. Efforts will be made to enhance enterprise compliance awareness from the source, optimize port clearance processes, jointly crack down on smuggling violations, achieve "manageable and fast", effectively reduce enterprise trade costs, continuously optimize the port business environment, and resolutely build a strong national security barrier. For example, in response to the specific problems and practical difficulties of enterprise exports collected by the Yiwu Municipal Government, Hangzhou Customs and Ningbo Customs conducted joint research and judgment to promote the formation of common problem solutions and achieve the transformation from solving "one thing" to solving "one type of thing".
Yiwu, as the world's small commodity capital of "buying globally and selling globally", is the "barometer" and "barometer" of global small commodity trade. Its market covers more than 200 countries and regions around the world, with about 5000 containers of small commodities exported every day. According to customs statistics, Yiwu City exported 458.38 billion yuan through market procurement trade in the first nine months of this year, a year-on-year increase of 29.4%; Among them, 285.75 billion yuan was exported by sea from Ningbo Port, a year-on-year increase of 12.3%, accounting for 62.3% of the total market procurement and export volume during the same period.
In the process of the booming development of small commodities in Yiwu, Hangzhou Customs and Ningbo Customs have fully played the role of the domestic and international dual circulation hub of customs, taking the construction of smart customs and the "Smart Customs Strong Country" action as the starting point, continuously improving the level of cross-border trade facilitation: fully supporting the construction of the "Sixth Port Area", export goods entering Yiwu International Land Port will be regarded as entering Ningbo Zhoushan Port Area, and bringing goods "out of the sea" to the "doorstep" of enterprises; Pioneering the "inspection before shipment" supervision mode for consolidated cargo in China, fully adapting to the characteristics of small orders and fragmentation in Yiwu market procurement and export; Innovative application of secure intelligent locks, combined with convenient measures such as intelligent sealing and automatic verification during customs clearance, has shortened the sealing time of a single box to 20 seconds, achieving 7 × 24 hours of on-site inspection during highway clearance between Hangzhou and Ningbo; Innovate the logistics supervision mode, promote the seamless integration of multimodal transportation between public transportation and iron transportation, "sea shuttle buses" and "sea rail express lines" with "China Europe/Middle East express flights", and provide enterprises with more convenient and diverse logistics choices.
