石家庄海关助力新能源汽车拓展海外市场
在长城汽车股份有限公司的全自动化车间里，工人们有条不紊地操作着设备，全力赶制出口订单：冲压、焊接、组装等工序在流水线与智能机械臂的协同作业下高效运转，一辆辆崭新的新能源汽车逐渐成型……
车间外，海关的一系列帮扶举措，也在为新能源汽车的出海保驾护航。日前，石家庄海关出台优化原产地便利签证措施，支持新能源和智能网联汽车产业链建设。“针对我们在零部件原产地成分溯源、证书商品编码填报等方面的疑问，海关总能第一时间提供清晰指引，让我们少走了弯路，精准享受到关税优惠，为产品出海增添了竞争力。”长城汽车股份有限公司物流统括部部长刘新山介绍，自相关措施实施以来，海关已为该公司签发原产地证书251份，签证金额16.75亿元，同比分别增长37.9%、79.3%。
新能源汽车产业链长、产品技术迭代快、零部件数量繁多，对原产地证书的申领效率和专业性有着较高需求。为此，石家庄海关通过前期调研走访，制定了支持新能源和智能网联汽车产业链建设优化原产地便利签证措施，运用RCEP等自贸协定规则“经核准出口商”制度，创新实施“信用管理+后期监管”模式，依托企业原产资格文件管理制度由企业自主开具原产地声明或先行签发原产地证书，优化签证流程，提升通关效率，助力企业享惠。1-9月，石家庄海关为新能源汽车及零件签发各类优惠原产地证书3323份，签证金额25.14亿元，预计可减免进口国关税1.38亿元。
石家庄海关将持续关注企业需求，不断优化原产地签证服务，针对零部件原产标准确认、商品编码归类等企业关注的热点问题，开展新能源汽车零部件原产地规则专题培训，提供政策解读和享惠指导，确保企业充分享受政策红利，为新能源汽车产业高质量发展提供支持。

Outside the workshop, a series of assistance measures from the customs are also safeguarding the export of new energy vehicles. Recently, Shijiazhuang Customs introduced measures to optimize the convenience of origin visas and support the construction of the new energy and intelligent connected vehicle industry chain. In response to our questions regarding the traceability of the origin of components and the reporting of certificate product codes, the customs always provide clear guidance in a timely manner, allowing us to avoid detours and accurately enjoy tariff preferences, adding competitiveness to our products going global. "Liu Xinshan, Minister of the Logistics Department of Great Wall Motors Co., Ltd., introduced that since the implementation of relevant measures, the customs have issued 251 certificates of origin for the company, with a visa amount of 1.675 billion yuan, an increase of 37.9% and 79.3% year-on-year, respectively.
The new energy vehicle industry has a long chain, fast product technology iteration, and a large number of components, which requires high efficiency and professionalism in applying for certificates of origin. To this end, Shijiazhuang Customs has formulated measures to support the construction of the new energy and intelligent connected vehicle industry chain and optimize the origin convenience visa through preliminary research and visits. The "approved exporter" system of RCEP and other free trade agreement rules is applied, and the "credit management+post supervision" model is innovatively implemented. Based on the enterprise origin qualification document management system, enterprises independently issue origin declarations or certificates of origin, optimize the visa process, improve customs clearance efficiency, and help enterprises enjoy benefits. From January to September, Shijiazhuang Customs issued 3323 preferential certificates of origin for new energy vehicles and parts, with a visa amount of 2.514 billion yuan, and is expected to reduce import tariffs by 138 million yuan.
Shijiazhuang Customs will continue to pay attention to the needs of enterprises, continuously optimize the origin visa service, and carry out special training on the origin rules of new energy vehicle parts in response to hot issues of concern to enterprises such as confirming the origin standards of parts and classifying product codes. We will provide policy interpretation and benefit guidance to ensure that enterprises fully enjoy the policy dividends and provide support for the high-quality development of the new energy vehicle industry.
