交通运输部印发《对美船舶收取船舶特别港务费实施办法》

办法共十条,主要包括制定依据、收取范围、收取标准、收取主体、缴费航次、缴费要求、信息核实、违规处理、动态调整、解释部门和施行时间等内容,进一步明确了由中国建造的船舶、仅进入中国船厂修理的空载船舶,以及其他经认定予以豁免的船舶免予缴纳的具体规定。办法对于船方或其代理人在船舶预抵中国港口前向海事管理机构通报信息等提出了具体要求。办法明确收取范围、标准和起讫时间等将视情动态调整。
2025年4月17日,美国贸易代表办公室发布对中国海事、物流及造船业301调查措施,自2025年10月14日起,对中国公司拥有或运营的船舶、中国造船舶、中国籍船舶加收港口服务费。此举严重违背了世贸组织规则和中美海运协定,对中美间海运贸易造成严重破坏。
根据《中华人民共和国国际海运条例》,经国务院批准,交通运输部发布《交通运输部关于对美船舶收取船舶特别港务费的公告》,决定将于2025年10月14日起对涉美船舶收取船舶特别港务费,这是维护中国产业、企业合法权益和国际航运公平竞争环境的正当举措。办法是落实公告的具体安排。

Beijing, October 14 (Xinhua) -- The Ministry of Transport issued the "Implementation Measures for Charging Special Port Fees to American Ships" on the 14th.
There are ten measures in total, mainly including the formulation of basis, collection scope, collection standards, collection subject, payment voyage, payment requirements, information verification, violation handling, dynamic adjustment, interpretation department and implementation time, etc., further clarifying the specific provisions of exemption from payment for ships built in China, empty ships only entering Chinese shipyards for repair, and other ships recognized as exempted. On April 17, 2025, the Office of the United States Trade Representative issued a 301 investigation measure against China's maritime, logistics, and shipbuilding industries. Starting from October 14, 2025, port service fees will be imposed on ships owned or operated by Chinese companies, Chinese made ships, and Chinese flagged ships. This seriously violates the rules of the World Trade Organization and the China US Shipping Agreement, causing serious damage to the maritime trade between China and the United States.
According to the Regulations of the People's Republic of China on International Maritime Transport and with the approval of the State Council, the Ministry of Transport has issued a notice on the collection of special port fees for American ships.
