海关总署公告2025年第196号(关于进口乌兹别克斯坦扁桃仁检验检疫要求的公告)

根据我国法律法规和中华人民共和国海关总署(以下称中方)与乌兹别克斯坦共和国农业部(以下称乌方)关于扁桃仁输华检验检疫要求的规定,即日起,允许符合以下要求的乌兹别克斯坦扁桃仁进口。

  一、检验检疫依据

  (一)《中华人民共和国食品安全法》及其实施条例、《中华人民共和国进出境动植物检疫法》及其实施条例、《中华人民共和国进出口商品检验法》及其实施条例。

  (二)《中华人民共和国进出口食品安全管理办法》《中华人民共和国进口食品境外生产企业注册管理规定》。

  (三)《中华人民共和国海关总署与乌兹别克斯坦共和国农业部关于乌兹别克斯坦扁桃仁输华检验检疫要求议定书》(以下简称《议定书》)。

  二、允许进口产品

  允许进口的乌兹别克斯坦扁桃仁是指由乌兹别克斯坦境内种植的扁桃仁(Prunus dulcis (Mill.) D. A. Webb)为原料,在乌兹别克斯坦境内经挑选、清洗、干燥或其他加工工艺制作而成的供人类食用的坚果。

  三、食品安全要求

  输华扁桃仁应符合中国食品安全和植物检疫法律法规、食品安全国家标准以及《议定书》的规定。

  四、植物检疫要求

  (一)输华扁桃仁不得带有下列中方关注的检疫性有害生物:苹果蠹蛾 Cydia pomonella、葡萄花翅小卷蛾Lobesia botrana、霍氏长盾蚧Mercetaspis halli、扁桃仁蜂Eurytoma amygdali Enderlein、大丽花轮枝孢 Verticillium dahlia。

  (二)输华扁桃仁不得带有活虫及添加或混杂的其他杂质。

  (三)在乌方检疫监管过程中,如发现输华扁桃仁带有上述所列有害生物,乌方应立即暂停相应生产、加工、存放企业的扁桃仁输华,采取综合防控措施并向中方通报。经中方评估符合要求后,来自相应企业的扁桃仁可恢复输华。

  五、企业要求

  乌方应按中方进口食品境外生产企业注册相关要求对输华扁桃仁生产、加工、存放单位进行检查,将符合要求的企业推荐给中方注册。企业获得在华注册后,其产品方可输华。获得注册的乌兹别克斯坦输华扁桃仁企业名单可通过海关总署网站查询。

  六、原料要求

  输华扁桃仁的原料应来自经乌方确认符合相关植物检疫和食品安全要求并予备案的种植企业。

  七、加工过程要求

  (一)输华扁桃仁应使用烘箱或烘干机等热加工机械进行脱水加工,加工过程中应剔除霉变粒。

  (二)乌方应对输华扁桃仁的原料种植、生产、加工、储存、运输、出口等过程进行指导和监管,确保符合双方所在国家的相关安全卫生要求,防止受到致病微生物或有毒有害物质的污染。

  (三)乌方应采取国际认可的方法,对输华扁桃仁实施年度食品安全风险监控计划;在输华扁桃仁原料种植、生产、加工、储存等时期对中方关注的检疫性有害生物开展监测并实施诱捕。应中方要求,乌方应向中方提供上述所有年度监测结果。

  (四)在乌方检验监管过程中,如乌方发现拟输华扁桃仁存在不符合中国食品安全国家标准的情况,相应产品不得输华。

  八、包装、标识要求

  输华扁桃仁应使用干净、卫生、符合食品安全和植物检疫要求的新材料包装,并在运输过程中防止发生撒漏。每一包装应以中文或英文标注“本产品输往中华人民共和国/This product is exported to the People's Republic of China”,以及产品的品名、产地、生产加工企业名称及其在华注册编号、出口商名称和地址等可追溯信息。上述信息可以以标签形式粘贴在包装上。

  九、运输要求

  装运前,乌方应对输华扁桃仁的运输工具进行检查。运输工具应符合卫生防疫要求,不得混入检疫性有害生物或其他限定性检疫物,如杂草籽、活体昆虫、植物残体、土壤以及其他外来杂质。

  十、证书要求

  出口前,乌方应对经检验检疫符合《议定书》要求的输华扁桃仁出具植物检疫证书。

  证书附加声明栏中应注明扁桃仁生产加工企业名称、在华注册编号及“The almonds certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection and Quarantine Requirements for almonds Exported from Uzbekistan to China signed by Uzbekistan and China on September 2nd, 2025. The goods are free from any quarantine pests of concern to the Chinese Side, such as Cydia pomonella, Lobesia botrana, Mercetaspis halli, Eurytoma amygdali Enderlein, and Verticillium dahlia.”(该植物检疫证书所证明的扁桃仁符合中乌双方于2025年9月2日签署的关于乌兹别克斯坦扁桃仁输华检验检疫要求议定书的规定。该批货物不带有苹果蠹蛾 Cydia pomonella、葡萄花翅小卷蛾Lobesia botrana、霍氏长盾蚧Mercetaspis halli、扁桃仁蜂Eurytoma amygdali Enderlein、大丽花轮枝孢 Verticillium dahlia等中方关注的检疫性有害生物。)

  植物检疫证书内容和格式应事先经双方确认。

  十一、进境检验检疫及不合格处理

  (一)进境检验检疫。输华扁桃仁到达中国入境口岸后,中国海关将实施检验检疫监管,合格后准予进境。

  (二)不合格处理。中方在输华扁桃仁中发现存在违反中国食品安全和植物检疫相关法律法规、食品安全国家标准以及《议定书》规定的情况,中国海关将按照中国相关法律法规予以处置,并将违规情况和采取的措施通报乌方。

Announcement No. 196 of 2025 by the General Administration of Customs (Announcement on Inspection and Quarantine Requirements for Imported Uzbekistan Almonds)


According to the laws and regulations of our country and the regulations of the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and the Ministry of Agriculture of the Republic of Uzbekistan (hereinafter referred to as the Uzbekistan side) on the inspection and quarantine requirements for almond kernels exported to China, Uzbekistan almond kernels that meet the following requirements are allowed to be imported from today.

1、 Inspection and quarantine basis

(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Import and Export Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations, and the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations.

(2) The Measures for the Administration of Import and Export Food Safety of the People's Republic of China and the Regulations for the Registration and Management of Overseas Production Enterprises of Imported Food of the People's Republic of China.

(3) The Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Uzbekistan on the Inspection and Quarantine Requirements for Uzbekistan Almonds Exported to China (hereinafter referred to as the "Protocol").

2、 Allow imported products

Uzbekistan almond kernels that are allowed to be imported refer to nuts made from almond kernels (Prunus dulcis (Mill.) D. A. Webb) grown in Uzbekistan and processed through selection, cleaning, drying, or other techniques for human consumption.

3、 Food safety requirements

The export of almond kernels to China should comply with Chinese food safety and plant quarantine laws and regulations, national food safety standards, and the provisions of the Protocol.

4、 Phytosanitary requirements

(1) Almond kernels exported to China must not contain the following quarantine pests of concern to the Chinese side: Cydia pomonella, Lobesia botrana, Mercetaspis halli, Eurytoma amygdali Enderlein, Verticillium dahlia.

(2) The almond kernels exported to China must not contain live insects or other impurities added or mixed in.

(3) During the quarantine and supervision process in Ukraine, if harmful organisms listed above are found in the almond kernels exported to China, Ukraine should immediately suspend the production, processing, and storage of almond kernels from relevant enterprises, take comprehensive prevention and control measures, and notify the Chinese side. After the evaluation by the Chinese side meets the requirements, the almond kernels from the corresponding enterprises can resume transportation to China.

5、 Enterprise requirements

The Ukrainian side should inspect the production, processing, and storage units of almond kernels exported to China in accordance with the relevant requirements for registering overseas food production enterprises imported by the Chinese side, and recommend enterprises that meet the requirements for registration to the Chinese side. After the enterprise obtains registration in China, its products can be exported to China. The list of registered Uzbekistan almond enterprises exporting to China can be queried through the website of the General Administration of Customs.

6、 Raw material requirements

The raw materials for exporting almond kernels to China should come from planting enterprises that have been confirmed by the Ukrainian side to meet relevant plant quarantine and food safety requirements and have been registered.

7、 Processing process requirements

(1) The almond kernels exported to China should be dehydrated using hot processing machinery such as ovens or dryers, and mold particles should be removed during the processing.

(2) The Ukrainian side should provide guidance and supervision on the planting, production, processing, storage, transportation, export and other processes of the raw materials for exporting almonds to China, ensuring compliance with the relevant safety and health requirements of both countries and preventing contamination by pathogenic microorganisms or toxic and harmful substances.

(3) Wufang should adopt internationally recognized methods to implement an annual food safety risk monitoring plan for almond kernels exported to China; Monitor and trap quarantine pests of concern to the Chinese side during the planting, production, processing, and storage of almond kernels imported to China. At the request of the Chinese side, the Ukrainian side should provide the Chinese side with all the annual monitoring results mentioned above.

(4) During the inspection and supervision process in Ukraine, if it is found that the intended Chinese almond kernels do not meet China's national food safety standards, the corresponding products shall not be exported to China.

8、 Packaging and labeling requirements

The almond kernels exported to China should be packaged with clean, hygienic, and new materials that meet food safety and plant quarantine requirements, and prevent leakage during transportation. Each package should be labeled in Chinese or English with "This product is exported to the People's Republic of China", as well as traceable information such as the product name, place of origin, production and processing enterprise name and its registration number in China, exporter name and address. The above information can be pasted on the packaging in the form of labels.

9、 Transportation requirements

Before shipment, the Ukrainian side should inspect the transportation vehicles transporting almonds to China. Transportation vehicles should comply with hygiene and epidemic prevention requirements, and must not mix with quarantine pests or other restricted quarantine objects, such as weed seeds, live insects, plant residues, soil, and other foreign impurities.

10、 Certificate requirements

Before export, the Ukrainian side shall issue a phytosanitary certificate to the almond kernels exported to China that have been inspected and quarantined and meet the requirements of the Protocol.

The additional declaration column of the certificate should indicate the name of the almond production and processing enterprise, its registration number in China, and "The almond certified by this phytosanitary certificate complex with the provisions of the Protocol on Inspection and Quarantine Requirements for almond exported from Uzbekistan to China signed by Uzbekistan and China on September 2nd, 2025. The goods are free from any quarterly pests of concern to the Chinese side, such as Cydia pomonella, Lobesia botrana, Mercetaspis halli, Eurytoma amygdali Enderlein, and Vert. The almond kernels certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection and Quarantine Requirements for the Export of Almonds from Uzbekistan to China, signed by China and Ukraine on September 2, 2025. This batch of goods does not contain quarantine pests of Chinese concern, such as Cydia pomonella, Lobesia botrana, Mercetaspis halli, Eurytoma amygdali Enderlein, Verticillium dahlia, etc. )

The content and format of the phytosanitary certificate should be confirmed by both parties in advance.

11、 Entry inspection, quarantine, and non conformance handling

(1) Entry inspection and quarantine. After the Chinese almonds arrive at the Chinese port of entry, the Chinese customs will implement inspection and quarantine supervision, and only those that pass the inspection will be allowed to enter the country.

(2) Unqualified handling. The Chinese side has found violations of relevant laws and regulations on food safety and plant quarantine, national food safety standards, and the provisions of the Protocol in the export of almonds to China. The Chinese customs will handle them in accordance with relevant Chinese laws and regulations, and report the violations and measures taken to the Ukrainian side.
