Recently, after completing customs clearance procedures using the "inspection before shipment" mode, a container truck loaded with over 700 pieces of consolidated bulk cargo departed from the consolidated warehouse at Yiwu Railway Port. This batch of goods will be shipped from Beilun Port Area in Ningbo to overseas.
In Yiwu, the proportion of container consolidation for exported goods exceeds 50%. In the past, under the traditional regulatory model, the problem of "one vote hitting, the whole vehicle waiting" was often encountered. To this end, Yiwu Customs, a subsidiary of Hangzhou Customs, actively responded to industry demands and piloted the reform of the "inspection before shipment" supervision mode, placing the inspection process before packing and adjusting the "physical integration before inspection and release" to "inspection and release before physical integration".
Under the new regulatory model, bulk cargo is allowed to enter customs supervised LCL warehouses, where it can be sorted, assembled, consolidated, and declared. The inspection process is advanced, and the goods can be packed after completing customs supervision, achieving parallel operations of inspection and packing. This effectively solves problems such as "difficulty in unpacking and packing, difficulty in inspection and finding goods, and difficulty in restocking after unloading", and improves the export efficiency of goods by 30%.
This innovation is a vivid footnote to Yiwu Customs' serious study and application of the "Yiwu Development Experience" to enhance its level of openness through reform and innovation.
In 2023, the first batch of innovative pilot projects for "inspection before shipment" will be launched in Yiwu, China. In 2024, Yiwu will launch a new round of comprehensive international trade reform, with the optimization of the "inspection before shipment" reform for export LCL goods as a key issue. Afterwards, the General Administration of Customs will include "inspection before shipment" in the list of experience replication and promotion for the reform pilot of national free trade zones. In 2025, Yiwu will promote this regulatory model to the field of cross-border e-commerce "list+customs declaration" consolidation. At present, Yiwu's market procurement, cross-border e-commerce, and general trade export goods can all enjoy this customs clearance facilitation measure.
At the beginning of this year, Yiwu Customs further expanded the scope of application of the "inspection before shipment" business, extending it from road transit transportation to the "consolidation warehouse+sea rail intermodal transportation" logistics model.
Under the new mode of sea rail intermodal transportation, the inspection and release information of exported goods is transmitted in real time to Ningbo Zhoushan Port. Enterprises can handle pre release procedures in advance, and the goods can be loaded onto the cargo ship after getting off the train, saving two to three days compared to ordinary sea freight exports. It is estimated that the efficiency of cross-border e-commerce exports can be improved by about 30%, and the cost can be reduced by about 15%.
