According to statistics, in the first eight months of this year, the Manzhouli Airport Customs under the jurisdiction of Manzhouli Customs supervised a total of 9610 cross-border e-commerce export goods of 4209 vehicles, with a value exceeding 5 billion yuan. This is a vivid practice of Manzhouli Airport Customs breaking through the bottleneck problem of cross-border logistics through institutional innovation and regulatory mode reform.

There has been a breakthrough in the customs clearance process. In March 2025, the first batch of cross-border e-commerce 9610 export business for complete vehicles in Manzhouli was officially launched, and Manzhouli Airport Customs innovatively launched a new model of "embedded supervision". After the implementation of the new mode, the waiting time for bicycle replacement has been reduced from 4 hours to 1 hour, the overall logistics time has been reduced by 36 hours, and the loading and unloading costs have been reduced by about 700 yuan. One stop handling of transportation, inspection, and release has cleared the bottlenecks of cross-border logistics, truly reducing costs and increasing efficiency for enterprises, "said Shan Kun, the head of the Customs Travel Inspection Department at Manzhouli Airport.

Manzhouli Airport Customs will coordinate and promote the layout and construction of cross-border e-commerce supervision sites, and promote the construction of four express delivery customs supervision sites, including Rongcang, Mandong, Xijiao airports, and comprehensive bonded zones. The continuous improvement of the regulatory matrix provides a basic guarantee for large-scale customs clearance. The cross-border e-commerce logistics channels that allow electronic accessories from Shenzhen, small commodities from Yiwu, and light industrial products from Shanghai to go abroad through Manzhouli Port are becoming increasingly mature.

Manzhouli Airport Customs has fully implemented facilitation policies such as cross-border e-commerce list verification and summary statistics, and continuously improved the integrated customs clearance mode of "territorial declaration and port release". By connecting the data channels between the highway manifest system and the e-commerce export system, automatic verification and cancellation of manifests can be achieved, streamlining the manual declaration process for enterprises.
