The EU will strengthen regulation of three US service platforms, including ChatGPT

This means that these three US service platforms will face stricter regulatory requirements from the European Union.

The European Commission released a press release on the same day stating that ChatGPT is an artificial intelligence system that can respond to user prompts and queries and includes online search functionality, which meets the definition of an "online search engine" under the Digital Services Act. Reddit website "is a web-based platform based on content discussions, while" Roblox "is a gaming and creative platform, both of which are defined as" online platforms "under the Digital Services Act.

The announcement stated that the three service platforms mentioned above have declared an average monthly user base of over 45 million in the European Union. According to regulations, these three service platforms must fulfill additional obligations proposed by the EU for "ultra large online platforms" and "ultra large online search engines" by the end of December this year, including assessing and reducing systemic risks caused by their services and algorithm systems. These risks involve the dissemination of illegal content, negative impacts on minors, and impacts on users' physical and mental health, basic rights, and public safety.

The announcement states that after the recognition takes effect, the European Commission will be granted corresponding investigative powers to evaluate the functions and related systems of these service platforms.
