Q: Today, the Ministry of Commerce and other relevant departments announced countermeasures against a series of negative measures related to China by the Federal Communications Commission and the Department of Homeland Security. What are your considerations?
Answer: Since the Busan meeting between the heads of state of China and the United States, the Federal Communications Commission of the United States has ignored China's strong opposition and the strong voices of the Chinese and American industries, continuously generalized the concept of national security, and repeatedly introduced restrictive measures related to China, involving telecommunications operations, testing laboratories, drones, consumer routers, submarine cables and other fields. Recently, it has also taken import restrictions on advanced robot equipment and power inverters.
In particular, the US ignored China's multiple negotiations and, after a video call between the leaders of China US economic and trade cooperation on July 30th, added more than 40 Chinese entities to the so-called "Uyghur Forced Labor Prevention Law Entity List" on July 31st. The Chinese side strongly disagrees and firmly opposes this.
The measures taken by the Federal Communications Commission of the United States and the inclusion of relevant entities in the so-called "Uyghur Forced Labor Prevention Act Entity List" by the US Department of Homeland Security seriously violate the important consensus reached by the two heads of state and seriously harm China's legitimate rights and interests. China can only take necessary countermeasures to respond, including strengthening export controls on drones and their key components and technologies to the United States, suspending factory tracking inspections commissioned by China's mandatory product certification agency to the US certification agency, including US compliance testing companies in the countermeasures list, launching foreign trade national security investigations on imported printing and copying office equipment, and including six US entities in the countermeasures list.
What I want to emphasize is that China's countermeasures are generally restrained. The Chinese side cherishes the hard won stability of China US economic and trade relations. We hope that the US can move in the same direction as China. The Chinese side demands that the US immediately revoke relevant measures, stop erroneous practices, return to the correct track of resolving differences through friendly consultation and cooperation, and work together to maintain constructive strategic stability between China and the United States. If the US insists on introducing new restrictive measures against China, China will further counter them.
