Xiamen Port pilot multimodal transport 'water to water transfer' for 300000 tons of foreign trade goods in half a year, enjoying 'one order to the end'

On July 27th, under the supervision of Dongdu Customs under Xiamen Customs, a batch of dried shiitake mushroom shreds worth 450000 yuan were transported by multimodal water transfer mode from Jiangyin Port in Fuzhou, Fujian Province to Xiamen Haitian Port, and connected to international navigation ships for export overseas. The scene of "one order to the end" has become the norm in Xiamen Port. Since the first pilot of multimodal water transfer mode in China was launched on January 27th, 301600 tons of goods have been transported from Xiamen Port to the world through this mode.
One application form, covering the entire process of water, sea, and rail transportation; One declaration, allowing seamless transfer of goods from the dock to the inland. Since the official implementation of this model in Fujian Province in January this year, in the past six months, this "customs clearance revolution" has produced a remarkable result: in the past six months, Xiamen Customs has accepted 9693 water transfer declarations, ranking second among national customs. The customs clearance time has been compressed by more than 30%, and logistics costs have dropped by 20%. Behind the data is the quiet transformation of cross-border logistics from "segmented running" to "full process express".
The customs' supervision of multimodal water transfer goods has traditionally adopted a transit mode, which is more like a relay race - enterprises need to declare in sections, coordinate in multiple places, and cannot change the transportation mode according to actual needs, resulting in multiple links, complex materials, and information congestion. As one of the first pilot projects in China, Xiamen Customs has directly addressed the pain points of the "knife cutting" process: clarifying that the multimodal transport operator or its agent is the main declarant to bid farewell to multiple declarations; Fully implement the "one-stop system" for the entire process, where enterprises only need to submit one multimodal transport application form through the international trade "single window" to complete all customs procedures at the place of departure in one go, achieving "one declaration, one inspection, and one release". Under the new model, the number of customs declaration data items has been reduced from 44 to 22, with a reduction rate of 50%.
In response to the pain points of unstable sea freight schedules and difficult prediction of cabin space, enterprises are allowed to change their domestic transportation methods, loading nodes, and carrier ships according to actual needs. Goods can be loaded onto the ship first and then purchased, that is, after the ship leaves the port, the actual ship information can be supplemented and declared, reducing the risk of demurrage caused by the inability to change the transportation mode of the original goods. The new mode of multimodal transportation effectively connects the logistics between inland hinterland and coastal ports through the "one order system" declaration and the interconnection of full process data, greatly reducing intermediate links such as loading and unloading and container dumping, which is conducive to reducing logistics costs for the whole society.
Chen Ruoyu, Deputy General Manager of Xiamen Waidai International Freight Co., Ltd., has a deep understanding that the new model only requires declaring a multimodal transport (electronic) waybill or bill of lading to the customs, which can connect multimodal transport in a single order, achieve seamless logistics connection, and realize door-to-door service and door-to-door inspection and release. Since its implementation, the enterprise has saved about 500-2000 yuan in operating costs for single container business, shortened the average customs clearance time for second and above multimodal transport goods by 1 to 2 days, and improved overall efficiency by more than 30%.
In addition to the successful promotion of the new mode of multimodal transportation from water to water, Xiamen Customs is also actively promoting another application scenario of multimodal transportation - "sea rail intermodal transportation". Through the interconnection of customs data between the two places, railway and port operations are closely linked, allowing inland enterprises to "clear customs at their doorstep and compete for orders globally".
In the past, our goods exported from Fuzhou needed to be transported by road to Nanchang for railway transfer, then transported to the designated railway freight station in Xiamen, and finally transferred to coastal ports, which involved multiple links and took a long time.
