National Data Administration: Exploring New Trading Models such as Word Element Trading
On July 28th, Yu Ying, Deputy Director of the National Data Administration, stated at the press conference of the 2026 China International Big Data Industry Expo that innovation in business models based on word element applications is encouraged. Explore new trading models such as word element trading and cultivate a market consensus of "paying for high-quality data". Deepen the deep integration of word element applications with industries, healthcare, finance, and other fields, assist in the large-scale implementation of artificial intelligence applications, promote the formation of a benign supply-demand interaction driven by model applications to drive data supply, and empower model iteration with data, forming a "data flywheel" effect.
Since its establishment, the National Data Administration has attached great importance to empowering the development of artificial intelligence with data elements, adhering to systematic planning and collaborative promotion. After years of continuous efforts, a good atmosphere has been formed in the whole society where 'artificial intelligence+' goes, where high-quality data set construction and application go. Yu Ying said that in the next step, the National Data Administration will continue to promote the construction of high-quality data sets in the industry, deeply implement the six special actions of data empowering artificial intelligence, promote the promotion of high-quality data set construction in the industry, resonate with and promote the development of 'artificial intelligence+', and strengthen the innovation and development of data empowering artificial intelligence.
In addition, Yu Ying stated that this year is the beginning of the 15th Five Year Plan, and holding a good data expo is a key measure to deepen the market-oriented allocation reform of data elements and strengthen and optimize the digital economy. The 2026 Data Expo is hosted by the National Data Bureau and organized by the People's Government of Guizhou Province. It will be held in Guiyang, Guizhou Province from August 28th to 30th, with the theme of "Word Elements - New Paths for Releasing the Value of Data Elements".
This year's data expo highlights the 'word element' and places more emphasis on three aspects: achievement display, industry exchange, and integration of exhibition and production. "Yu Ying introduced that cutting-edge achievements were showcased in a concentrated manner. Around the five main themes of computing power base, data supply, model driven, security protection, and intelligent experience, a 60000 square meter exhibition will be set up, gathering more than 300 exhibiting companies, supporting the main guest provincial exhibition area, cultural, sports, tourism, and business data integration exhibition area, international data exchange exhibition area, etc. At the same time, the first artificial intelligence big model market in China dedicated to serving "one person company" science and technology innovation entities will also be created. Some representative enterprises will exhibit the latest technological achievements such as intelligent agent facilities, smart factories, computing infrastructure, and secure intelligent agents for the first time. Several leading enterprises and industry associations will also release more than 40 latest achievements in areas such as computer collaboration, data circulation, and generative artificial intelligence.
Yu Ying stated that during the event, the National Data Bureau will release more than 20 important achievements, including institutional norms, industry standards, and practice case collections. Set up 7 industry innovation competitions, including the 2026 Super Intelligent Agent Competition, China Drone Football League, and Artificial Intelligence Application Scenario Co Creation Competition, covering tracks such as data element application and big model innovation.
