Two departments jointly issue the "15th Five Year Plan for Port Modernization"

Beijing, July 22 (Xinhua) -- Ports are the gateway for the country to open up to the outside world. On the 22nd, the reporter learned from the press conference held by the State Council Reform Office that in order to further expand opening up, enhance cooperation and help Chinese path to modernization, the General Administration of Customs and the National Development and Reform Commission jointly issued the "Fifteenth Five Year Plan" for Port Modernization with the approval of the State Council.

The plan is clear that by 2030, significant progress will be made in modernizing port construction, optimizing spatial layout, upgrading and improving infrastructure, comprehensively promoting the construction of smart ports, forming a green development model for ports, making cross-border interconnection more efficient, improving service development quality, precise and effective safety prevention and control, significantly enhancing port governance capabilities, and improving the legal system. By 2035, Chinese path to modernization ports will be basically completed, providing a solid guarantee for high-quality development and high-level security.

The plan also proposes key tasks such as optimizing the layout of port opening, promoting the upgrading of port facilities, enhancing cross-border connectivity, leveraging the radiation and driving role of ports, strengthening comprehensive prevention and control of port security, and promoting efficient governance of ports.

This plan is the blueprint for the national port work during the 15th Five Year Plan period, "said Zhang Baofeng, Deputy Director General of the General Administration of Customs. During the 14th Five Year Plan period, the national port work effectively ensured the smooth operation of major national open platforms such as Hainan Free Trade Port and Hengqin Guangdong Macao Deep Cooperation Zone.
