The first "1+N" territorial inspection operation mode of Yinchuan Customs has accelerated the export of characteristic agricultural products in Zhongwei

On June 17th, in the warehouse of Liuhe Vegetable Planting Co., Ltd. in Zhongwei City, a staff member of the enterprise followed a customs officer with a mobile phone, and the camera recorded the entire process of the customs officer's on-site inspection. In the Yinchuan Customs Monitoring and Command Center, which is more than 160 kilometers away, a customs business expert connected with the on-site customs officer in real-time through remote audio and video to jointly complete the on-site inspection of the batch of exported fresh broccoli. This is the first time that Zhongwei Customs has adopted the "1+N" territorial inspection operation mode in conjunction with Yinchuan Customs Comprehensive Business Department 2 and Comprehensive Business Department 3, marking the official landing of Yinchuan Customs' intelligent supervision mode in Zhongwei.
The "1+N" local inspection operation mode relies on a remote inspection platform, with one operation backend as the center, and intelligently schedules N on-site inspection officers to jointly complete the inspection operation. On the premise of not changing the homework content or lowering the law enforcement standards, it can effectively alleviate the shortage of human resources and qualifications on the front line of the customs, and also achieve synchronous implementation of multiple ticket operations, shorten the waiting time for enterprise appointment inspections, and better meet the needs of enterprises for rapid customs clearance.
Prior to this, when conducting territorial inspections, Zhongwei Customs needed to dispatch two qualified inspectors to work on site. Due to the fact that the jurisdiction area of Zhongwei Customs accounts for 53% of the entire region, and the inspection business volume is large and the operation points are scattered, enterprises sometimes face long waiting times after scheduling on-site inspections. The problem of insufficient human resources and qualifications is becoming increasingly prominent.
Zhang Chaoyang, Deputy Director of the Comprehensive Business Department of Zhongwei Customs, stated that after the implementation of the "1+N" new operation mode, the efficiency of local inspection operations has been further improved, and customs supervision and services have steadily moved towards "smart supervision". The addition of business experts not only alleviates the pressure of tight field human resources and personnel qualifications during peak operation periods, but also provides strong support for frontline personnel to improve the quality and efficiency of inspection and quarantine, realizing remote consultation and on-site resolution of business difficulties, and laying a solid foundation for expanding the export of regional characteristic agricultural products in the next step.
