15 departments join forces to establish a collaborative mechanism for foreign economic and trade cooperation, creating a one-stop service system for Wenzhou enterprises to "go global"

Wenzhou Net News: Due to unfamiliarity with the mandatory legal policies of the host country, investment in building a factory was put on hold halfway; Due to a lack of understanding of local business culture and legal system, encountering unreasonable delays in payment from partners - these common pain points in the process of "going global" for Wen enterprises are expected to be systematically resolved. Yesterday, Wenzhou held a meeting to promote the globalization layout of enterprises. Led by the Municipal Bureau of Commerce and in collaboration with 15 departments including the Municipal Development and Reform Commission, Municipal Public Security Bureau, and Municipal Judicial Bureau, a collaborative mechanism for foreign economic and trade cooperation was officially established. This mechanism aims to break down departmental barriers, integrate foreign-related service resources, build an efficient and collaborative escort system, provide full lifecycle support for overseas development of enterprises, and help Wenzhou build a new highland of open economy.

In response to prominent issues such as scattered foreign-related services and information asymmetry, the new mechanism focuses on promoting service integration reform. The Municipal Bureau of Commerce integrates foreign-related service matters from various departments such as development and reform, judiciary, commerce, municipal supervision, and trade promotion, clarifies the processing procedures, time limits, and consultation channels one by one, and relies on platforms such as the "Zhejiang Overseas Comprehensive Service Wenzhou Service Station" to build a "one-stop" service system. In the future, the compliance consulting, project filing, personnel dispatch and other processes involved in the overseas expansion of enterprises can be intensively handled, significantly reducing time and communication costs.

Around the advantageous industries such as light industry and electrical machinery in Wenzhou, relevant departments will jointly formulate an "Industry Overseas Roadmap" to guide the upstream and downstream of the industrial chain to go global in coordination and avoid homogeneous competition. Based on the existing overseas economic and trade cooperation zones in Wenzhou, we will collaborate to carry out park investment attraction and enterprise settlement services, providing localized support for settled enterprises. At the same time, we will fully leverage the unique advantages of Wenzhou's overseas Chinese hometown, establish a "Overseas Chinese Business+Private Enterprise" docking platform, leverage the global overseas Chinese network to expand overseas markets and supply chain resources, and form a new open pattern of "using overseas Chinese as a bridge and promoting trade through business".

The mechanism has also established a closed-loop handling system for enterprise appeals, creating a full process management chain of "enterprise appeal collection department transfer progress supervision result feedback". Enterprises can submit questions through a unified channel, check the progress of processing in real time, and evaluate the results to ensure that "each item is responded to and everything is implemented", effectively enhancing the sense of achievement of the enterprise.

Since the beginning of this year, our city has launched the "Hundred Exhibitions and Thousand Enterprises Expanding the Market" special action to compete for orders in the entire Rio Tinto market. In the first half of the year, we organized more than 2000 secondary enterprises to participate in more than 160 economic and trade activities, and obtained $1.44 billion in intended orders; We will also make every effort to optimize our business models and strengthen our main players, continuously expanding our foreign trade market entities. In the first half of the year, we achieved a net increase of 1567 foreign trade performance enterprises, surpassing the total increase of last year; And implement the 9610 policy of "no ticket tax exemption, approved collection" to empower foreign trade upgrading through institutional innovation, while fully providing services and excellent guarantees, accurately implementing the "22 policies for stabilizing foreign trade" to benefit enterprises, implementing "one enterprise, one policy" for targeted relief, and helping enterprises reduce costs, increase efficiency, and prevent risks.

Through the collaborative work mechanism of foreign economic and trade cooperation departments, Wenzhou hopes to significantly improve service efficiency while improving the overseas risk prevention and control system, perfecting risk warning, emergency response, and compliance guidance mechanisms, comprehensively enhancing the ability of enterprises to identify, prevent, and respond to overseas business risks, and building a strong security barrier for enterprises to "go global". At the same time, we will continue to expand the level of openness, promote Wenzhou enterprises to deeply integrate into the "the Belt and Road" construction, strengthen overseas platform support, promote the global layout of the industrial chain supply chain, and enhance the core competitiveness of Wenzhou's open economy.

At the promotion meeting, four overseas parks including Longjiang Industrial Park in Vietnam, Boge Economic Zone in Cambodia, Weidabei Industrial Park in Indonesia, and Pengsheng Industrial Park in Uzbekistan signed strategic cooperation framework agreements with the commerce bureaus of counties and districts such as Lucheng District, Pingyang County, Longwan District, and Ouhai District to promote the "three foreign linkage" strategy, focusing on the main line of "expanding foreign economy, expanding foreign trade, and attracting foreign investment", and building a domestic and foreign linkage cooperation system.
