Cloud clearance allows ships to enter the 'digital fast lane'

On June 18th, Wang Dongliang, a staff member of Shandong Sinotrans Shipping Agency Co., Ltd. Yantai Branch, sat in the office and processed the procedures for the "Jinjia Pioneer" ship through the computer. In just 20 minutes, he completed all the procedures for the ship's entry customs clearance.

Yantai Customs, affiliated with Qingdao Customs, adheres to empowering with "numbers" and accelerating with "intelligence", comprehensively utilizing digital and intelligent means to open up the digital closed-loop of the entire ship clearance chain.

Before the ship arrives at the port, enterprises only need to declare relevant information at the "single window" to achieve the full online process of entry declaration, tonnage tax license, health quarantine certificate and other procedures. At the same time, in the quarantine process, customs officers can use smart telecommunications quarantine equipment to remotely complete quarantine supervision, achieving "immediate inspection upon arrival and seamless customs clearance" for inbound ships.

The ocean going ship is still drifting at sea, and the quarantine declaration can be completed in advance. After the customs review, the system automatically generates a certificate and stores it in the cloud. The process from entry declaration to obtaining the certificate has been compressed from an average of 1-2 days in the past to just a few tens of minutes, "said Meng Hao, the manager of the shipping department of Yantai Ocean Shipping Agency Co., Ltd. Now the entire set of procedures is operated online, saving nearly 500 yuan in labor, transportation, and printing costs per ship.

What brings even more relief to frontline shipping agents and service personnel is the 'intelligent document review'. Yantai Customs is actively developing digital applications, using "digital customs officers" to assist in ship document review. The system automatically verifies ship material declarations and other information, and conventional ships can be released within 10 minutes, improving audit efficiency by 60%. At the same time, the system will provide early warnings for overdue declaration processes of ship service companies.

Chen Hongyu, a field staff member of Yantai Haiyi Ship Service Company, said, "In the past, there were too many ships to supply, and we often declared beyond the deadline. Now not only is the document review faster, but the customs will also remind us in advance to declare accurately and timely

Data shows that since the launch of the application of digital assisted document review, the overall clearance, certification, and quarantine time of international navigation ships in the jurisdiction has been reduced by more than 75%, saving enterprises over 5 million yuan in rental and office costs.

The digital transformation is the key breakthrough point for improving the quality and efficiency of ship customs clearance, "said Huang Wei, director of the Yantai Customs Port Office. Yantai Customs will use digital and intelligent means to streamline regulatory processes, compress customs clearance time limits, reduce enterprise costs, and continue to release the dividends of smart customs reform, empowering the high-quality development of maritime trade in its jurisdiction with digital intelligence.
