Yantai Customs continues to optimize services to help imported copper concentrate enter the "fast lane"
Recently, a bulk cargo ship from Peru loaded with over 10000 tons of copper concentrate docked at Yantai Port. After being inspected by customs officers on site, the batch of copper concentrate was quickly taken out of the port.
Yantai is an important import port for northern copper concentrates, relying on its advantageous location to form a cluster effect of bulk resource-based commodities. In order to further optimize the business environment at the port, ensure the safety and stability of energy resources and important industrial supply chains, Yantai Customs, a subsidiary of Qingdao Customs, conducted in-depth visits and research on enterprises, actively provided advanced services, and promoted customs clearance facilitation policies such as "tax inspection integration", "step-by-step testing", and "smart transfer inspection", accurately solving customs clearance bottlenecks and difficulties.

Thanks to the two favorable policies of "tax inspection integration" and "step-by-step testing", the statutory testing projects and tax related laboratory testing projects that need to be carried out separately under the traditional mode have been scientifically integrated. The two sampling and testing processes have been reduced to one. After the environmental protection project passes the inspection, it can be removed from the supervision site, and the quality project can be implemented later, further reducing the time of goods being detained at port and improving the efficiency of goods clearance.
In addition, in response to the pain points in the import of containerized copper concentrate, Yantai Customs has innovatively launched a new regulatory model of "pre screening+port fast inspection+arrival inspection".
We will shift the customs supervision work forward and backward. Before the arrival of container copper concentrate at the port, we will conduct risk assessment, and after arrival, we will carry out operations such as radioactive testing, solid waste and foreign inclusion screening. After all inspections are qualified, the goods will be allowed to be taken out of the port to the enterprise's dedicated site, "said Zhang Chunbo, head of the Inspection Department of the Yantai Customs Port Office. During the transition process, the customs automatically recorded the trajectory of the goods in transit using intelligent supervision systems, smart locks, and other technological means, achieving strict supervision and efficient inspection and release.
Previously, our container copper concentrates were inspected and sampled for inspection at the port, which required processes such as reshipment, unpacking, sampling, and repackaging, resulting in long demurrage and high losses. Under the new model, qualified copper concentrates are picked up from the port and unloaded by the company before being sampled for inspection, reducing cargo damage and shortening the time at port from 10 days to 2 days, "said Wang Jun, the commercial manager of Shandong Hengbang Smelting Co., Ltd.
To further optimize the business environment, we have established a bottom line list for enterprises and goods, conducted regular risk assessments. At the same time, we regularly conduct research, diagnose the pain points and difficulties of enterprise customs clearance, proactively promote preferential policies, help enterprises overcome difficulties, and reduce costs and increase efficiency, "said Zhang Chunbo.
