Credit clearance smoother, Qinghai AEO certification helps accelerate foreign trade development

Xinhua News Agency, Xining, May 19th (Reporter Sun Rui) - According to the latest statistics from Xining Customs, there are currently 8 Customs AEO (Authorized Economic Operator) enterprises in Qinghai Province, covering key foreign trade industries such as lithium battery new energy, salt lake chemical industry, and plateau characteristic agricultural products, forming a team of AEO enterprises with Qinghai characteristics.

AEO certification is regarded as a globally recognized "golden signboard" by foreign trade enterprises. Enterprises that obtain this certification can not only enjoy 45 convenient measures such as priority processing, low inspection rate, exemption from guarantees, and laboratory priority testing in China, but also enjoy customs clearance convenience in 52 mutually recognized countries (regions) around the world. At the same time, these enterprises are included in the scope of joint incentives for trustworthiness at the provincial and municipal levels, and enjoy policy preferences in financing and credit, project approval, market access, regulatory inspections, and other aspects.

It is reported that Xining Customs, based on the characteristics of Qinghai's industrial structure, has implemented a "one enterprise, one policy, one industry, one policy" cultivation mechanism. At the same time, it has jointly established an AEO enterprise joint cultivation, joint incentive, and joint service mechanism with the Provincial Department of Commerce, Qinghai Provincial Development and Reform Commission and other departments to promote the widespread application of customs credit results in administrative approval, financial credit, project support, government procurement and other fields.

At the same time, Xining Customs, relying on the Customs Work Service Station, extends credit cultivation to the grassroots level and builds a three-level AEO cultivation network of "province comprehensive protection zone city state", allowing the "golden signboard" to move from the provincial capital to the hinterland of the plateau.

Statistics show that in the first four months of 2026, the number of AEO enterprises in Qinghai Province accounted for only 6.1% of the province's total import and export performance enterprises, but their trade volume accounted for 22.4% of the province's total foreign trade value during the same period, becoming the most dynamic, standardized, and internationally competitive backbone force in Qinghai's foreign trade development, effectively driving more than 20 upstream and downstream enterprises in the industrial chain to improve their compliance management level, and the spillover effect of credit empowerment continues to emerge. The virtuous cycle of "better credit, smoother customs clearance, better service, and faster development" is becoming a reality in Qinghai.
