Guangzhou Customs introduces 33 measures to facilitate cross-border trade
Recently, Guangzhou Customs issued detailed measures for the 2026 Cross border Trade Facilitation Special Action, with 33 measures focusing on key commodity clearance, innovative regulatory models, cross-border logistics development, port capacity building, rule and mechanism docking, and optimization of enterprise friendly services, to promote the level of cross-border trade facilitation to a new level.
In further improving the efficiency of customs clearance for import and export goods, Guangzhou Customs focuses on creating a "customs clearance fast track" that covers seven major categories including research and development supplies, high-tech goods, fruits, frozen aquatic products, automobiles, biomedicine, and agricultural and food products. Among them, 24-hour appointment customs clearance is implemented for imported high-value fruits such as cherries and durians. Combined with the comprehensive three-dimensional logistics network of "sea, land, air, rail, and mail" in the customs area, we will further promote the pilot application of multimodal transport supervision models such as rail, sea, and rail, and promote the realization of "one order to the end" customs supervision.
At the same time, the customs are exploring the integration of smart supervision and rules, and improving regulatory efficiency through smart means. By establishing data connectivity and intelligent equipment application lists, promoting collaborative and efficient operations, realizing intelligent supervision of diverse goods and multiple types of businesses, supporting the promotion of "on-site inspection and immediate inspection" of more key import and export commodities, increasing the equipment of intelligent rapid screening devices, and improving the level of port specialization.
To support the development of industries in the Guangdong Hong Kong Macao Greater Bay Area, Guangzhou Customs actively promotes the "cloud issuance" of inspection and quarantine certificates for frozen food and live pigs supplied to Hong Kong and Macao, facilitating online self-service printing by enterprises; Support the continuous expansion of the positive list of cross-border scientific research materials and promote innovation cooperation among industry, research, and academia in the Greater Bay Area.
Guangzhou Customs continues to optimize the business environment, support the construction of overseas warehouses for cross-border e-commerce exports, comprehensively promote the return of retail export goods across customs zones, and deepen the consolidation mode of cross-border e-commerce exports in special areas. In order to promote the high-quality development of the comprehensive bonded zone, the customs support the entry of domestically processed and manufactured export products and their spare parts into the comprehensive bonded zone from overseas to carry out maintenance business, and allow finished products that have completed bonded maintenance in the zone to be used for production and processing within the zone for the purpose of direct export; We will continue to innovate international exhibition services and support the expansion of diverse markets by leveraging the advantages of international exhibition platforms such as the Canton Fair.
