Recently, the 7000 vehicle dual fuel vehicle transport ship series project undertaken by China Merchants Shipbuilding Industry Group Weihai Shipyard Co., Ltd. has entered the final stage and will be delivered to the Norwegian shipowner upon completion. Including this order, the company plans to deliver a total of 5 export ships throughout the year.
To build a large ship, it is necessary to integrate hundreds of domestic and foreign suppliers, process and trade manual registration materials up to 180 items, and import sources cover 20 countries and regions. "Ren Dongmei, the customs clearance business manager of the company, said that the ship construction cycle is long, the process adjustment is frequent, and unit consumption management used to be a" big challenge "that affected the production pace.
In response to the common bottlenecks in these industries, Weihai Customs, a subsidiary of Qingdao Customs, pays real-time attention to the production status of enterprises and has launched the policy of "declaration form consumption before declaration". In the traditional mode, enterprises must accurately verify the material consumption of each ship before production, but design changes and temporary modifications by ship owners are very common in ship construction, and repeatedly calculating the consumption is time-consuming and laborious. Nowadays, customs allow enterprises to truthfully declare unit consumption based on actual consumption before submitting the processing trade manual, completely solving the problem of unit consumption verification caused by "designing, producing, and adjusting at the same time", and greatly reducing the compliance burden of enterprises. At the same time, Weihai Customs has also established a "main and auxiliary materials" filing and verification classification review work method, which has improved regulatory efficiency by more than 30% and effectively shortened the delivery cycle of ships.
In addition, to support the healthy development of enterprise supply chains and industrial chains, Weihai Customs has established a working group to support the development of the shipbuilding industry. In the customs clearance process, "advance declaration" combined with "two-step declaration" is applied to ensure that core components such as LNG gas supply systems and shaft generators from around the world can be cleared quickly.
According to statistics, in the first four months of this year, Weihai Customs exported ships and marine equipment worth 1.66 billion yuan, a year-on-year increase of 43.6%. (Yu Xiaona, Wang Xiaoru/Text)
