"On the afternoon of March 19th, at the Haitong International Automobile Terminal in Waigaoqiao Port Area, Shanghai, brand new passenger cars successively entered the foreign trade roll on/roll off ships parked at the berth. Afterwards, they will take this ship overseas and enter the global market.
In the first two months of this year, Shanghai's foreign trade started strongly, with impressive performance in both scale and growth rate. According to Shanghai Customs statistics, in the first two months of exports, electric vehicles and lithium batteries were exported for 26.71 billion yuan and 7.57 billion yuan respectively, an increase of 112.6% and 94.9%, respectively, which collectively boosted the overall export growth rate of the city by 5.9 percentage points.
Shanghai Waigaoqiao Port Area is the port with the largest number of imported and exported automobiles in Shanghai. Located in Waigaoqiao Port Area, Haitong International Automobile Terminal is currently the largest single vehicle roll on/roll off terminal in China. Here, we witness the rapid growth of domestic automobile exports.
Roll on/roll off port operates efficiently 24 hours a day
From a high vantage point overlooking Haitong Port, cars are neatly arranged in the yard, resembling toy cars from a distance, densely packed and almost filling the entire yard.
This kind of scene is the norm at Haitong Port. These new energy vehicles from all over the country will be exported to various parts of the world after customs supervision. At the same time, there will also be some imported vehicles that will be parked in the yard after arriving at the port, waiting for customs clearance.
On the day of the reporter's interview, Haitong Port planned to operate more than 7000 vehicles, with a total of 5 foreign trade ships and 3 domestic trade ships docking. After loading the export vehicles onto the foreign trade ship, they will travel to Europe, the Mediterranean, Southeast Asia and other regions. The departure ports of domestic trade ships come from Wuhu, Anhui and Haitong Taicang Port Area, etc. The vehicles transferred will be loaded onto foreign trade ships for overseas after cargo handling and customs clearance in the port area.
Around 3pm that afternoon, a batch of vehicles were ready to start loading onto the ship. Wei Jiajian, the manager of the dispatch department of Haitong Port Operations, told reporters that the planned loading operation vessel will dock around 12:30. The imported vehicles on board will be unloaded first to make space, and then the corresponding preparations will be made before loading the export vehicles.
This is a tidal port, where there is usually a cycle of rising and falling tides within 12 hours. Generally, docked ships will complete their operations within 12 hours and leave during the next high tide. Wei Jiajian explained that the port has two berths for foreign trade ships and one berth for domestic trade ships, with 24-hour non-stop production operations. Through advance planning and scientific scheduling, the operating volume of Haitong Port in Waigaoqiao Port Area accounts for more than half of all the ports under Haitong
The shipment begins, and the staff drives the export vehicles that have completed customs clearance into the cabin one by one. It is understood that currently most roll on/roll off vehicles have a length of 200 meters and about 6000 parking spaces for loading ordinary small passenger cars. In addition, large construction vehicles can also be loaded.
Shanghai Huanji International Freight Forwarding Co., Ltd. is the agent company for a batch of Great Wall Motors exported on that day. The company's manager Tao Wei told reporters that 1500 pickup trucks and SUVs were exported to Australia this time. He said, "Basically, there are six or seven ships to the Australian market every month, each ship carrying about 1000 vehicles. So, there are six or seven thousand vehicles exported to the Australian market in a month, plus other global markets such as Europe, South America, etc., we have an export volume of about 27000 vehicles per month
Convenient customs clearance ensures zero delay in export inspection and release
Wei Jiajian has a personal experience of the rapid momentum of domestic automobile exports in recent years: "Ten years ago, it was not like this at the dock. At that time, there were more imports and fewer exports, but gradually there were changes. Especially in the past four or five years, the number of exported vehicles has increased significantly and rapidly. Now, the proportion of exported vehicles on the dock has far exceeded that of imported vehicles. The annual operating volume of the entire dock has also increased from about 1.2 million vehicles ten years ago to over 2 million vehicles now. All of these increments come from exported vehicles
In the face of the rapid increase in export vehicles, the convenient customs clearance measures have also kept up with the first time, and are coordinated with the port operation time to provide round the clock customs clearance services.
Chen Jia, the head of the Inspection Department of Shanghai Waigaoqiao Port Area Customs, which is under the jurisdiction of Shanghai Customs, introduced that the Waigaoqiao Port Customs has specially opened a green window for customs clearance and inspection of automobile exports. A dedicated person is responsible for liaising with the port and automobile export enterprises, and real-time monitoring of export plans and shipping schedules, providing "5+2 days" and "7 × 24 hours" appointment clearance services; In response to the recent large number of exported vehicles and high requirements for customs clearance time, we will closely monitor the needs of car companies, comprehensively promote paperless operations, and combine customs clearance facilitation measures such as "advance declaration" and "arrival inspection and release". We will use big data analysis and risk assessment to optimize the inspection process and achieve "vehicle to person arrival, immediate application and inspection".
For example, the batch of exported cars arrived at the port the day before and some of them needed to be inspected by customs. The company arranged an inspection plan overnight. In the morning of that day, customs officers completed the inspection of export vehicles, and the vehicles were loaded onto the ship in the afternoon. Through efficient cooperation among customs, ports, and agents, we ensure that vehicles can be loaded onto ships and shipped in the shortest possible time after customs clearance, supporting enterprises to deliver overseas orders in a timely manner.
In January and February of this year, under the supervision and protection of the outer port customs, the export of automobiles from the Outer Port Haitong Terminal was 236000, a year-on-year increase of 12.4%. Among them, the export of new energy vehicles was 159000, accounting for nearly 70%, a year-on-year increase of 56.1%.
