The State Council has issued the Overall Plan for the China (Inner Mongolia) Pilot Free Trade Zone
Beijing, April 9th (Xinhua) -- Recently, the State Council issued the "Overall Plan for China (Inner Mongolia) Pilot Free Trade Zone" (hereinafter referred to as the "Overall Plan").
The Overall Plan points out that the establishment of Inner Mongolia Pilot Free Trade Zone is a major decision made by the Party Central Committee and the State Council, and an important strategic measure to further comprehensively deepen reform, promote high-level opening up to the outside world, and promote high-quality development.
The Overall Plan proposes to give Inner Mongolia Pilot Free Trade Zone greater autonomy in reform, encourage pioneering, integrated, and differentiated exploration in a wider range and deeper levels. We have identified 19 reform and innovation measures, including innovative development of cross-border trade, strengthening international logistics services, improving the efficiency of technology transfer and application, and expanding external exchanges in multiple fields. Efforts will be made to build an information exchange center, transportation and logistics center, factor resource allocation center, key field science and technology innovation center, and industrial cooperation center that connects the inside and outside, radiates to the surrounding areas, fully leverages the important role of the country as a gateway for opening up to the north, and strives to build a high-level free trade park with convenient investment and trade, good innovation ecology, advantageous industry agglomeration, and active international exchanges.
The Overall Plan emphasizes the need to adhere to and strengthen the comprehensive leadership of the Party, establish and practice a correct view of political achievements, and integrate the construction of Party conduct and clean governance throughout the entire process of the construction of the pilot free trade zone. We must firmly establish the overall national security concept, strengthen supervision, and safeguard the bottom line of security. We must adhere to green development and build a solid ecological security barrier. Inner Mongolia Autonomous Region should strengthen organizational leadership, build a streamlined and efficient management system with clear rights and responsibilities, establish a fair, transparent, and comprehensive legal environment, and create a high-quality and professional management team. Inner Mongolia Autonomous Region and relevant departments should form a working force to ensure the implementation of various reform measures. The inter ministerial joint meeting mechanism for the work of free trade pilot zones should play a good role in coordinating and supervising the implementation of various reform pilot tasks.
