Beijing, April 9 (Xinhua) -- The "2025 Environmental Assessment Report for the Development of Small and Medium sized Enterprises" released by the China Center for the Promotion of Small and Medium sized Enterprises on the 9th shows that in 2025, China's economic development will move towards a new direction, with increasing vitality. Various support policies will be focused on stabilizing employment, enterprises, markets, and expectations, and the development environment for small and medium-sized enterprises will continue to be optimized.
It is reported that this evaluation covers 50 cities, and the indicator system consists of 5 primary indicators, 24 secondary indicators, and 42 tertiary indicators. The evaluation is conducted from the dimensions of market environment, legal environment, financing environment, innovation environment, policy environment, etc. The evaluation work comprehensively utilizes various methods such as local situation surveys, online questionnaire surveys of enterprises, on-site visits to some cities, and referencing authoritative statistical data, striving to objectively and comprehensively reflect the actual development environment of the participating cities.
The report shows that the development environment for small and medium-sized enterprises in the participating cities continues to optimize, and the dispersion coefficient of the comprehensive score for the development environment of small and medium-sized enterprises in each participating city has further decreased compared to the previous year. The gap in development environment between cities continues to narrow; The construction of a fair competition market order is accelerating, and over 90% of enterprises are satisfied with the fairness of market access and the convenience of factor acquisition; Administrative law enforcement has become more standardized, and the main channel for resolving administrative disputes through administrative reconsideration has been further utilized. The comprehensive resolution rate of administrative reconsideration in 23 cities has reached over 80%.
In terms of financing environment, the coverage of inclusive finance continues to expand, and the availability of credit continues to improve. The average balance of inclusive small and micro enterprise loans in participating cities accounts for 12.04% of the total balance of RMB loans. In terms of innovation environment, the cultivation of specialized, refined, unique and new enterprises has improved in both quantity and quality. The cumulative cultivation of specialized, refined, unique and new "little giant" enterprises in participating cities has exceeded 11200, accounting for more than 60% of the country's total. In terms of policy environment, from the perspective of enterprise satisfaction, the overall satisfaction rate of various preferential policies for enterprises has exceeded 80%, and the accuracy and convenience of small and medium-sized enterprises in obtaining service resources continue to improve.
The report suggests that it is still necessary to pay attention to the overlapping factors of rising labor costs, raw material costs, and insufficient orders, which continue to squeeze the profit margins of enterprises; The structural mismatch between financing supply and demand remains prominent; The transformation chain of innovative achievements is not yet smooth. The report suggests taking multiple measures to stabilize business expectations, improve long-term mechanisms for protecting the legitimate rights and interests of enterprises, optimize the financing supply structure, and continuously optimize the development environment for small and medium-sized enterprises to cope with various uncertainties with the certainty of high-quality development.
