The application rate of railway express is 100%, and the China Europe freight train is running at an "acceleration"

On April 18th, a batch of air source heat pumps, floor cleaning robots and other goods were cleared through the "railway fast customs clearance" mode at the customs supervision site of Pinghu Logistics Center. After completing the customs declaration and inspection procedures, the loading train slowly departed from Pinghu South International Logistics Hub and headed towards Duisburg via Alashankou.

Railway Express Customs Clearance (hereinafter referred to as "Railway Express") is a railway import and export express customs clearance business model launched by the General Administration of Customs. In this mode, customs, railway departments, and logistics operation enterprises can achieve tripartite data exchange and supervision coordination. Enterprises can complete all customs clearance procedures such as declaration, inspection, and release in one stop at the customs of the place of shipment, without the need to handle traditional customs transfer procedures; After the goods arrive at the exit port and the train is reloaded, they can leave directly, truly realizing the "one declaration, one inspection, and one release" of cross-border goods, further improving customs clearance efficiency.

Since the first railway express service was launched by Shenzhen Customs in 2024, the application rate of this mode has reached 100% so far. All China Europe freight trains operating through Shenzhen have fully adopted this efficient and convenient customs clearance mode, effectively enjoying the customs clearance dividends brought by the reform. To promote the effective implementation of the model, Shenzhen Customs has formulated a special promotion and application plan, which helps enterprises master business processes proficiently through policy lectures, practical guidance on declaration, and other methods; At the same time, we will track and coordinate the entire process, timely solve various difficulties encountered by enterprises during customs clearance, strengthen coordination and linkage with railway departments and logistics operation platforms, continuously optimize customs clearance supervision processes, implement the "advance declaration, appointment inspection, and immediate inspection and release" mechanism, and make every effort to ensure that trains depart on time and operate efficiently.

The railway fast customs clearance mode simplifies our customs clearance process, eliminating the need to travel back and forth to handle transfer procedures. After the goods arrive at the port and are reloaded, they can be arranged to leave directly. This not only speeds up customs clearance and reduces logistics costs, but also significantly enhances the competitiveness of enterprises in cross-border trade, "said Lu Yishi, General Manager of Shanghai Kunrong Freight Forwarding Co., Ltd.

At present, the China Europe freight train (Shenzhen) has opened 28 stable operating routes, radiating to 47 countries and regions, providing a stable and efficient international logistics channel for nearly 8000 enterprises. With the continuous improvement and expansion of train capacity, the types of transported goods are becoming increasingly diverse, covering more than 100 categories of consumer goods such as clothing, shoes, hats, household appliances, as well as high value-added products such as electronic intelligent devices and mechanical equipment. The cargo structure precisely meets the development needs of the foreign trade industry in the Guangdong Hong Kong Macao Greater Bay Area.

Shenzhen Customs will continue to deepen the reform of the "railway rapid customs clearance" model, constantly optimize the regulatory process, strengthen cooperation with railway departments, logistics operation platforms and other parties, actively support the expansion of the "train+" business model, help China Europe Train (Shenzhen) to achieve high-quality development, and contribute to the high-level opening up of the Guangdong Hong Kong Macao Greater Bay Area and the high-quality joint construction of the "the Belt and Road".

In the first quarter of this year, Shenzhen Customs supervised the export of 64 China Europe freight trains with a value of 2.187 billion yuan, an increase of 72.97% and 102.36% respectively year-on-year, achieving double-digit growth in both the number of trains in operation and the value of goods, demonstrating the strong development momentum of China Europe freight trains (Shenzhen).
