CCTV News: Recently, the Ministry of Commerce, together with five departments including the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, and the State Administration for Market Regulation, issued the "Guiding Opinions on Better Serving the Real Economy and Promoting the High quality Development of E-commerce" (hereinafter referred to as the "Opinions"). The head of the E-commerce Department of the Ministry of Commerce interpreted the "Opinions".
1、 Background of the issuance of the Opinion
E-commerce is rooted in and grows in the real economy, and is not only an important component of the real economy, but also an important lever for empowering the real economy. Better serving the real economy is the original intention, mission, and rightful meaning of high-quality development of e-commerce. In recent years, China's e-commerce has flourished and has become the world's largest online retail market for 13 consecutive years, covering 26 million domestic merchants and serving 3.2 billion consumers worldwide. The integration of online and offline is accelerating, and the effectiveness of promoting high-quality development of the real economy is increasingly evident. By 2025, the R&D intensity of major e-commerce platforms will exceed 8%, and the revenue from cloud computing and big data services in China will increase by 13.6%, becoming a new driving force for cultivating new quality productivity; The net zero value of agricultural products increased by 9.9%, with over 2000 "e-commerce+industrial belts" empowering industrial transformation and upgrading; 36 "Silk Road E-commerce" partner countries are spread across five continents worldwide, with cross-border e-commerce imports and exports accounting for over 6% of goods imports and exports, and open cooperation continues to deepen; The employment scale has increased to 79 million, and the volume of express delivery business has grown by 13.6%, with a more significant radiation effect.
In order to thoroughly implement the important deployment of the Central Committee of the Communist Party of China on promoting the deep integration of the real economy and the digital economy, expanding the institutional opening of e-commerce, stimulating the endogenous driving force, innovation potential, and open vitality of e-commerce, helping to consolidate and strengthen the foundation of the real economy, and better serving the high-quality development of the economy and society, the Ministry of Commerce, together with relevant departments, has studied and drafted the "Opinions", which have been officially issued and implemented recently.
2、 The main content of the Opinion
The Opinion proposes 16 measures in 5 aspects to promote and regulate, efficiency and fairness, vitality and order, and build a framework system for high-quality development of e-commerce.
One is to focus on empowering and increasing efficiency, proposing three measures to assist small and medium-sized enterprises in transformation, deepen rural e-commerce, and cultivate industrial e-commerce, leveraging the advantages of e-commerce to help consolidate and strengthen the foundation of the real economy.
The second is to strengthen innovation leadership, propose three measures to accelerate the application of technological innovation, vigorously develop quality consumption, and actively create integrated carriers, deepen online and offline integration, and help achieve a higher level of dynamic balance between supply and demand.
The third is to promote high-level opening up, proposing four measures to promote cross-border e-commerce, expand "Silk Road e-commerce", accelerate institutional opening up, and promote rule linkage, and jointly build and share the Chinese e-commerce market.
The fourth is to create a good ecology, proposing three measures to strengthen platform responsibility, enhance regular supervision, and guide compliance in going global, promoting win-win development for all parties in the ecology.
The fifth is to strengthen support and guarantee, propose three measures to optimize the supply of financial products, activate the value of data elements, and strengthen the precise training of talents, and continuously consolidate the foundation of e-commerce development.
