Fujian's first preferential certificate of origin for roll on/roll off ships released
On the morning of February 13th, at the Zhangzhou Customs Declaration Hall under Xiamen Customs, Zhangzhou Customs officers were solemnly handing over a China ASEAN Free Trade Area Certificate of Origin issued for export passenger roll on/roll off ships to the enterprise customs personnel. This certificate will help the batch of goods enjoy "zero tariff" treatment in the Philippines, and it is also the first preferential certificate of origin issued by Fujian Province for export roll on/roll off ships.
It is reported that the roll on/roll off ships for this export are manufactured by Fujian Guoan Shipbuilding Co., Ltd., which has over 40 years of experience in ship manufacturing, maintenance, and import/export. Our company's export products include various types of ships such as passenger roll on/roll off ships and container ships, but we have never obtained a certificate of origin before. It was only through a customs policy briefing that we learned that our own products can also enjoy the policy benefits of a certificate of origin if they meet certain conditions. When it comes to the experience of applying for a certificate of origin this time, Deputy Manager Wu Minfu recalled, "At that time, we had 'zero foundation' and 'zero experience' in how to use the rules of origin and how to handle certificate procedures. We didn't know where to start for a while, so we quickly sought help from our colleagues at Zhangzhou Customs
According to Chen Xiaoming, the head of the Comprehensive Business Department of Zhangzhou Customs, due to the complexity of shipbuilding technology and the interweaving of global supply chains of components, after communication and understanding, it was found that enterprises facing multiple challenges such as difficulty in calculating regional value components, high accuracy of HS code classification, and tight delivery time when applying for ship origin certificates for the first time.
In order to help enterprises smoothly and efficiently apply for the first certificate of origin for roll on/roll off ships, Zhangzhou Customs quickly responded to their demands and implemented a "one ship, one policy" approach with dedicated personnel to provide guidance on the rules of origin in advance. They assisted enterprises in sorting out raw material procurement vouchers, processing procedures, and cost details, and verified regional value components through the dual dimensions of "raw material traceability+process disassembly". They also opened a "green channel" for pre-approval, helping to solve problems such as HS code classification and origin standard judgment in advance, effectively avoiding the impact of inaccurate classification and inconsistent standards on certificate issuance, achieving an overall audit cycle compression of more than 60%, and assisting enterprises in accurately enjoying benefits.
Thanks to the full assistance and guidance of the customs officials, we have successfully obtained this' paper gold 'from the initial' feeling back and crossing the river 'to the later' having a clear idea '. The relevant person in charge of the enterprise praised it repeatedly, saying that this will not only bring over 300000 yuan in tariff reduction benefits, but also open up a good start for the company to further explore the ASEAN market through the certificate of origin.
As the "economic passport" and "paper gold" of international trade, the certificate of origin is the core certificate for foreign trade enterprises to enjoy tariff reductions, facilitate cross-border trade, and enhance international competitiveness. In 2025, Xiamen Customs has issued a total of 339100 certificates of origin, a year-on-year increase of 12.15%. The beneficiary products cover plastic products, mechanical and electrical products, footwear products, etc. The successful issuance of the first roll on/roll off ship certificate of origin in Fujian is of positive significance for helping Fujian enterprises further expand the scope of tariff benefits under the framework of China ASEAN, RCEP and other free trade agreements, deepen regional industrial chain cooperation, and promote the global sales of "Made in China". At the same time, for Fujian's shipbuilding industry, which has a century long history of shipbuilding and the advantage of a port industrial cluster, this will also inject new momentum into the export of "Fujian brand" ships, continuing the annual growth trend during the 14th Five Year Plan period.
Chen Xiaoming stated that the customs will continuously release the policy dividends of origin with high-quality services, ensuring that the benefits of reciprocal measures such as tariff reductions, cumulative rules of origin, and simplified customs clearance procedures are accurately captured. Bring more "real gold and silver" benefits to enterprises, and help Fujian's high-quality products step onto a broader world stage.
