Special Action for Cross border Trade Facilitation in 2026

Beijing, March 17th (Reporter Ouyang Jie) - On the 16th, the General Administration of Customs, together with 24 departments (units) including the Cyberspace Administration of China, the Ministry of Foreign Affairs, and the National Development and Reform Commission, jointly deployed the 2026 Cross border Trade Facilitation Special Action in 45 cities.

The special action focuses on key tasks such as optimizing and upgrading goods trade, vigorously developing service trade, and innovating the development of digital trade and green trade. It studies and proposes a new round of facilitation policy measures to help improve the quality and efficiency of foreign trade, mainly including deepening the innovation of import and export customs clearance supervision mode, optimizing supervision services for new foreign trade formats, improving cross-border logistics transportation efficiency, and strengthening the construction of smart ports.

In 2025, a total of 25 cities including Beijing, Tianjin, and Shanghai will participate in the special action. On the basis of last year, this year, the pilot cities participating in the special action will further expand their enclosure and capacity, adding 20 cities including Hohhot, Changchun, Suzhou, etc., for a total of 45 cities to participate.
