The 15th Five Year Plan Embarks on a New Journey: Jiangmen Customs Promotes High Quality Development of the New Energy Industry

Recently, a batch of energy storage lithium batteries from Jiangmen Jisheng Energy Co., Ltd. were declared for export under the inspection reform mode of "merged batches+packaged export", marking the first successful replication and promotion of this facilitation measure in the jurisdiction of Xinhui Customs under Jiangmen Customs. This is a vivid practice of empowering the new energy industry to go global with high-quality through regulatory innovation.

In the past, it took 7-8 days for us to clear customs for lithium battery exports, but now with the new model, it can be shortened to 1 day. The cost of single batch testing is expected to be reduced by 6000-8000 yuan, and the annual testing cost is expected to be saved by nearly 300000 yuan, "said Mo Shangai, Deputy General Manager of Jiangmen Jisheng Energy Co., Ltd. In 2025, the reform of "merging batches and exporting in boxes" will benefit 6 enterprises in Jiangmen City, reducing costs by more than 3 million yuan for the benefiting enterprises.

In the first year of the 15th Five Year Plan, China's new energy storage industry has entered a new stage of high-quality development driven by the market. Accelerating the construction of a new energy system and promoting the improvement of foreign trade quality and efficiency have become core development propositions. According to data from Jiangmen Customs, the export value of "New Three Sample" products in Jiangmen City will reach 220 million yuan in 2025, a year-on-year increase of 31.5%; Among them, the export of lithium batteries was 220 million yuan, a year-on-year increase of 26.2%, demonstrating the strong momentum of Jiangmen's new energy battery industry in connecting with the global market.

The new energy industry in Xinhui District, Jiangmen City, with new energy batteries (new energy storage) as its core, has formed a full chain cluster and has a good industrial foundation. Years ago, the customs promoted the official landing of the first public bonded warehouse for hazardous chemicals in Xinhui District, Jiangmen. This bonded warehouse can provide storage services for new energy battery materials such as nickel sulfate, cobalt sulfate, lithium hydroxide, lithium nickel cobalt manganese oxide, cobalt hydrometallurgy intermediate products, cobalt chloride, etc. for enterprises, filling the gap in upstream raw material warehousing supporting the local new energy industry, making the local procurement chain more convenient, and achieving nearby storage, rapid turnover, and efficient supply of raw materials. According to estimates, the bonded warehouse is expected to save local enterprises about 1.5 million yuan in taxes and logistics costs annually, which will more effectively promote the healthy and rapid development of the local new energy industry.

In addition, the customs actively leverages the advantages of Xinhui Port, the only port in the customs area with qualifications for dangerous goods operations, to establish and improve the control mechanism for the entire process of import and export of dangerous goods from entry to departure. Combined with the "ship side direct lifting and arrival direct loading" mode, it ensures the rapid clearance of dangerous goods, escorts "ships without detention and goods without pressure on the port", and helps new energy enterprises continuously reduce production costs.

It is reported that in the next step, the customs will focus on the "15th Five Year Plan" and Guangdong Province's new energy industry development plan, support local governments to accelerate the construction of new energy systems, serve the development of new quality productivity, and inject momentum into the overseas development of "Jiangmen Manufacturing" new energy products.
