High standard construction of Hainan Free Trade Port

On November 6, 2025, General Secretary Xi Jinping listened to the report on the construction of Hainan Free Trade Port and delivered an important speech, emphasizing the strategic goal of building Hainan Free Trade Port, which is to make it an important gateway leading China's new era of opening up to the outside world. He called for serious study and implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, and the high standard construction of Hainan Free Trade Port.

On December 18, 2025, in accordance with the deployment of the Party Central Committee, Hainan Free Trade Port officially launched the island wide closure. This is a landmark measure of China's unwavering commitment to expanding high-level opening-up and promoting the construction of an open world economy, which will inevitably have significant and far-reaching international and domestic impacts. This year's government work report mentioned that "Hainan Free Trade Port has launched a full island closure operation" and proposed to "solidly promote the construction of Hainan Free Trade Port", which has once again aroused keen attention at home and abroad. After the closure of Hainan Free Trade Port, the overall situation has been stable and orderly, with a good start. Economic indicators such as newly added foreign trade enterprises, newly added foreign-funded enterprises, inbound and outbound passengers, and the value of "zero tariff" imported goods have all grown rapidly. The effects of smooth flow of goods, people's enjoyment of travel, and traffic aggregation have begun to show. During this year's Spring Festival holiday, Hainan has become one of the most popular inbound tourist destinations in the country. More and more business entities and domestic and foreign tourists are paying attention to Hainan, optimistic about Hainan, and investing in Hainan. Hainan is becoming a new frontier for China's opening up to the outside world, a new hotspot for mutually beneficial regional cooperation, and a new engine for promoting economic globalization.

This year marks the beginning of the 15th Five Year Plan and the first full year since the closure of Hainan Free Trade Port. After the closure, Hainan has the basic conditions to promote opening up on a larger scale and at a deeper level.  

One is to focus on high-level opening up and solidly promote the construction of Hainan Free Trade Port. Steadily expanding institutional openness, deepening the flow of goods and factors, building a more open talent mechanism, deepening administrative system reform, and constructing a customs supervision special area with international competitiveness and influence.

The second is to focus on high-quality development and strive to build a modern industrial system with Hainan's characteristics and advantages. Promote the four leading industries of tourism, modern service industry, high-tech industry, and tropical characteristic efficient agriculture to supplement and extend the supply chain, optimize and upgrade, cultivate and strengthen the characteristic industrial chain of "five directions" of planting, sea, sky, green, and number, and proactively layout the "four new" future industries of biomanufacturing, hydrogen energy, brain computer interface, and embodied intelligence, optimize the "three consumption articles" of duty-free shopping, medical care, and education, build an island of talent gathering and technological innovation, and consolidate the foundation of the development of free trade ports.

The third is to focus on high starting point reform and tackle the shortcomings of the system and mechanism. Placing institutional integration and innovation in a prominent position, fully stimulating the vitality of various business entities, and accelerating the creation of a market-oriented, rule of law, and international first-class business environment.

The fourth is to focus on high-energy traction and create a strategic intersection for domestic and international dual circulation. Promote industrial chain linkage, regional linkage, and international linkage, create "two bases" for Chinese enterprises to enter the international market and for overseas enterprises to enter the Chinese market, "two hubs" for the international shipping hub of the Western Land Sea New Corridor and the gateway hub of the aviation region facing the Pacific and Indian Oceans, "two networks" for international economic and trade cooperation network and international cultural exchange cooperation network.

The fifth is to focus on high-quality living and promote the guarantee and improvement of people's livelihoods in development. We will coordinate the construction of a beautiful, happy, and civilized Hainan, and solidly promote common prosperity.

The sixth is to focus on high-level security and prevent disruptive mistakes in security. Practice the overall national security concept, improve the risk prevention and control system throughout the entire chain, and build a higher level of safe and rule of law Hainan.

The seventh is to focus on leading the construction of free trade ports with high-quality party building, integrating the leadership of the Party throughout the entire process and all aspects of free trade port construction, conscientiously and solidly carrying out learning and education on establishing and practicing the correct political performance concept, continuously improving the work style and ability level of cadres, deepening the construction of clean and honest free trade ports, and ensuring that the construction of free trade ports always moves steadily and far in the right direction.
