The front page of Ningbo Daily: Canned food exports welcome a new model of "batch inspection (quarantine)". Ningbo is the first to pilot and implement it, greatly improving customs clearance efficiency
Yesterday, a batch of canned tomato sauce weighing 80 tons passed the inspection and quarantine of Yuyao Customs under Ningbo Customs and will soon be sent to Nigeria.
This is the first time in Zhejiang Province that the "batch inspection (quarantine)" mode has been used to supervise the release of processed food for export, and also marks the landing of the national pilot reform of "batch inspection (quarantine)" for canned food exports in Ningbo.
Batch inspection (quarantine) "is a new regulatory model in which customs scientifically sets inspection batches based on the quality and safety characteristics of exported processed food products. On the premise that the production enterprise, raw materials, processes, standards and other factors are stable and exported to the same country, the customs only conducts on-site inspection and quarantine on the first batch of goods. Subsequent batches can be released after passing the review of documents, and no on-site inspection will be carried out.
In the traditional mode, if import and export goods require inspection operations, customs officers need to conduct batch inspections of the goods according to the instructions. The supervision waiting time before enterprise export declaration is long and the export cost is high.
Africa is the main region for tomato sauce exports. In recent years, we have exported our products to multiple countries such as Morocco, Nigeria, and Benin, with sales exceeding 23 million yuan in the first quarter, nearly doubling year-on-year, "said Jin Weijun, General Manager of Yuyao Yijia Food Technology Co., Ltd.
The continuous expansion of overseas business has increased the demand for customs clearance efficiency among enterprises. Ningbo Customs has applied to the General Administration of Customs for a pilot reform of batch inspection (quarantine) for canned food exports nationwide.
Under the new model, the waiting time and frequency of goods for inspection have been significantly reduced, the export cycle has been significantly shortened, and order delivery has become more timely, opening up new channels for expanding the export of agricultural and food products in Zhejiang.
Fan Dongbo, the head of the Inspection Department of Yuyao Customs, introduced that the changes brought about by the pilot not only greatly improve the efficiency of customs clearance, but also reduce repeated unpacking inspections, lower product losses and storage costs. At the same time, enterprises can flexibly export separately based on electronic records, adapting to the needs of small and multiple batches of international orders.
There are currently more than 20 canned food production enterprises in Ningbo, exporting canned goods including canned fruits, canned vegetables, and canned seafood. Statistics show that in the first quarter, the weight of canned tomato sauce exported from Ningbo alone reached 2887 tons, with a value of 30.15 million yuan, an increase of 114% and 77.8% year-on-year, respectively. There is still huge export potential to be explored.
