Recently, under the supervision of Dayaowan Customs under Dalian Customs, the 50000 ton liquefied gas transport ship "Changpingyuan" successfully completed the customs clearance procedures for bonded leasing in Dalian Dayaowan Comprehensive Bonded Zone. Subsequently, the ship was delivered to another location and put into operation. This marks the successful landing of the first bonded ship leasing business in the Northeast region in Dalian.

It is reported that the "Changpingyuan" ship was purchased by SPV (Special Purpose Vehicle) company in Dalian Dayaowan Comprehensive Bonded Zone, and then delivered to Dalian COSCO Shipping Energy Supply Chain Co., Ltd. in a bonded leasing manner in a different location. The lessee pays the rent monthly and synchronously pays import tariffs and import value-added tax in installments.

In order to promote the smooth implementation of the first ship bonded leasing business, Dalian Customs has guided enterprises to standardize the establishment of SPV companies, bonded account book filing, and declaration of verification and annotation lists, and to use the policy model of remote entrusted supervision to solve the regulatory difficulties of large ships being unable to enter the zone. By optimizing the business processing flow, customs clearance procedures can be applied for and completed on the same day.
