Answer: Article 31 of the Export Control Law of the People's Republic of China stipulates that any organization or individual has the right to report suspected illegal or irregular behavior to the national export control management department. Further improving the reporting and handling of strategic mineral dual-use items, enhancing law enforcement capabilities, is a basic requirement for improving the export control system and a normal measure to safeguard national security and interests.

At the same time, it is an international practice to play a supervisory role in reporting illegal and irregular export control activities. Many countries in the world have relevant regulations. Drawing on the experience of other countries to improve China's export control reporting system for strategic mineral dual-use items can effectively prevent related items from being used for illegal purposes, better maintain world peace, and demonstrate China's responsibility as a responsible major country.

Previously, we have carried out relevant practices on the handling of reports, and it is necessary to further clarify the reporting methods and contents to better handle clues.
