In 2025, the amount of bonded biofuel oil refueling for ships at Ningbo Zhoushan Port will exceed 60000 tons for the first time, becoming the largest port for biofuel oil refueling in China.
In the wave of global shipping transitioning towards "net zero emissions", green fuel refueling capability has become a key indicator of the core competitiveness of international hub ports.
In 2025, the biofuel oil refueling business of Ningbo Zhoushan Port has achieved a leap from scratch, from catching up to leading. Since March 15, 2025, the first bonded high sulfur biofuel oil refueling business in East China was successfully completed in Chuanshan Port Area. By accurately anchoring the decarbonization demand of shipping and quickly building a green energy supply system, the record for the largest single biofuel oil refueling in China was broken on July 16 of that year, with a single ship refueling volume of nearly 5700 tons.
In order to promote the continuous improvement of the clean energy refueling capacity of ships in Ningbo Zhoushan Port, Ningbo Customs actively supports the upgrading of new shipping service industries such as biofuel oil refueling. By guiding enterprises to improve their fuel supply operation plans, arranging dedicated personnel to guide enterprises in accurate declaration, relying on the construction of intelligent customs to quickly complete paperless approval, minimizing the ship's stay in port cycle, and ensuring smooth logistics throughout the entire process of receiving ships from berthing, refueling in port to departure.
From zero breakthrough to leading scale, it not only indicates that the port has stronger comprehensive service capabilities, but also lays the foundation for Ningbo Zhoushan Port to build a global bonded ship refueling center, which will help Zhejiang Pilot Free Trade Zone to build an internationally influential hub for bulk commodity configuration, "said Xu Xun, head of the Logistics Supervision Department of Daxie Customs under Ningbo Customs.
