The National Business Work Conference was held in Beijing from January 10th to 11th. Wang Wentao, Secretary of the Party Group and Minister of the Ministry of Commerce, delivered a work report, and Li Chenggang, Deputy Secretary of the Party Group, International Trade Negotiator and Deputy Minister of the Ministry of Commerce, presided over the meeting.
The meeting pointed out that 2025 will be an extraordinary year.
The meeting believes that in the past year, the Ministry of Commerce has closely cooperated and coordinated with various local departments to solidly promote the following work: firstly, vigorously boosting consumption, expanding the implementation of trade in of old consumer goods, promoting the improvement of service consumption quality and benefiting the people, innovating and creating consumption scenarios, and improving circulation and market systems. Secondly, we will spare no effort to stabilize foreign trade, vigorously explore diversified markets, develop new driving forces for foreign trade, and enhance service trade and digital trade. Thirdly, we will deepen the expansion of opening-up and stabilize foreign investment, continue to build the "Invest in China" brand, orderly promote independent opening-up, innovate and enhance open platforms such as pilot free trade zones. Fourth, promote international cooperation in the production and supply chain, improve the management and service guarantee system, improve the quality of foreign investment cooperation, and promote the "the Belt and Road" economic and trade cooperation. The fifth is to use multiple regional mechanisms, promote regional and bilateral trade and investment agreements, and tighten the ties of interests with economic and trade partners. The sixth is to coordinate development and security, improve the export control system, properly respond to trade frictions, and strengthen the protection of overseas interests.
The meeting believes that during the 14th Five Year Plan period, the role of consumption as the main engine has significantly increased, the "three pillars" of a strong trading country have been further consolidated, the total amount of foreign investment has been stabilized and the structure has been optimized, foreign investment has developed steadily, international cooperation in the production and supply chain has been orderly promoted, the pace of high-level opening up to the outside world has accelerated, multilateral and bilateral economic and trade cooperation has continued to deepen, and the ability to maintain economic security has significantly improved, laying a solid foundation for business development during the 15th Five Year Plan period.
The meeting emphasized that 2026 is the beginning year of the 15th Five Year Plan, and doing a good job in business work is of great significance.
The meeting pointed out that in 2026, the national business system should consciously unify its thoughts and actions with the decision-making and deployment of the Party Central Committee, learn and apply the regular understanding of the "Five Musts" from the Central Economic Work Conference, and focus on eight aspects of work: firstly, deeply implement the special action to boost consumption and create the "Buy in China" brand. Accelerate the cultivation of new growth points in service consumption and unleash the potential of service consumption. Optimize the implementation of the trade in policy for consumer goods and promote the expansion and upgrading of commodity consumption. Create an international consumption environment. Develop digital consumption, green consumption, and healthy consumption to stimulate the consumption vitality of the sinking market. The second is to improve the modern market and circulation system, and promote the construction of a unified national market. Strengthen institutional safeguards, optimize facility carriers, promote innovative development of the retail industry, improve the modern commercial circulation system, and deepen the construction of pilot cities. Promote the integration of domestic and foreign trade. The third is to promote innovative development in trade and establish the brand of "exporting to China". Optimize and upgrade goods trade, vigorously develop service trade, encourage service exports, innovate and develop digital trade and green trade, and promote the integration of trade and investment. The fourth is to shape new advantages in attracting foreign investment and enhance the "Invest in China" brand. Orderly expand independent opening up in the service sector, enhance investment promotion level, and improve the foreign investment service guarantee system. Fifth, we will align with international high standard economic and trade rules and make greater efforts to promote the construction of an open highland. Fully and deeply implement the strategy of upgrading the pilot free trade zone, further improve the level of trade and investment liberalization and facilitation in Hainan Free Trade Port, enhance the quality and efficiency of the open platform, and host key exhibitions. Sixth, effectively implement foreign investment management and guide the rational and orderly cross-border layout of the production and supply chain. Improve the overseas comprehensive service system, deepen the "the Belt and Road" economic and trade cooperation, develop the Silk Road e-commerce, and strengthen overseas project supervision and risk prevention. Seventh, deepen bilateral and multilateral economic and trade cooperation, and promote win-win cooperation in multiple fields. Implement the four major global initiatives, promote global economic governance reform, actively engage in multilateral economic and trade cooperation, expand and enrich the network of free trade zones, and do a good job in bilateral economic and trade work. The eighth is to prevent and resolve risks, weave a tight and secure open safety net. Improve the foreign-related legal system, enhance export control and security review mechanisms, improve trade risk prevention and control mechanisms, and maintain the resilience and security of the production and supply chain.
The meeting requires strengthening the comprehensive leadership of the Party over commercial work, persistently promoting strict governance of the Party, consolidating and expanding the learning and education achievements of deeply implementing the spirit of the Central Eight point Regulation, and promoting high-quality development of commerce through high-quality Party building. Establish and practice a correct view of political achievements, adhere to delivering achievements for the people and achieving achievements through practical work. Consolidate the synergy of business development and strengthen the capacity building of the business system. High quality compilation and implementation of the "15th Five Year Plan" for the business sector. At the same time, it is necessary to do a good job in ensuring the safety of business system production and market supply.
