The first imported recycled black powder business under the new model in the country has landed in Longnan

Recently, under the full supervision of Longnan Customs, a batch of 9.05 tons of imported recycled black powder raw materials for lithium-ion batteries were successfully delivered to Longnan Bonded Logistics Center (Type B), completing on-site inspection, laboratory testing, and bonded warehousing operations, marking the successful landing of the first imported recycled black powder business under the "destination inspection+bonded supervision" mode in Longnan.

It is reported that recycled black powder is an intermediate material containing valuable metals such as lithium, cobalt, and nickel extracted from waste lithium batteries, and is a key raw material for the lithium battery new material industry. As a provincial-level industrial cluster, Longnan Lithium Battery New Materials Industrial Cluster has built a complete industrial chain covering lithium battery recycling, cascade utilization, regeneration, and new material preparation. The demand for regenerated black powder raw materials continues to grow, but enterprises are facing bottlenecks such as inability to afford raw materials and costs.

Previously, the suggestion put forward by Nanchang Customs to separately list the use of recycled black powder for lithium-ion batteries and reduce the import tax rate was adopted, with the import tax rate reduced from 6.5% to 3%. On the basis of tax incentives, the General Administration of Customs has approved Longnan Customs to carry out a pilot project to optimize the inspection and supervision mode of imported recycled black powder raw materials for lithium-ion batteries.

Based on the functional advantages of Longnan Bonded Logistics Center (Type B), Longnan Customs innovatively explores the "destination inspection+bonded supervision" model, which realizes "two changes": changing port inspection to destination inspection, goods are directly cleared and released at the port, and after arriving in Longnan, they are inspected and tested by the local customs; Transforming direct taxation into bonded warehousing, enterprises can lock in prices while waiting for test results in the bonded warehouse and declare taxes at the appropriate time.

In addition, to ensure the smooth operation of the new model, Longnan Customs and Huangpu Customs have established an efficient cooperation mechanism across customs zones, studied regulatory processes in advance, optimized customs clearance plans, and ensured seamless connection between goods clearance at ports and local supervision.
