Enrich the "toolbox" of smart supervision
Recently, on the inspection yard of imported recycled metal raw materials in Chuanshan port area of Ningbo Zhoushan port, more than 150 containers were arranged in order, and the goods were stacked beside the containers waiting for customs inspection. A UAV flies at a constant speed, takes cargo images through the equipped HD camera and sends them back to the data background in real time. 
Ningbo port is an important import port of recycled metal raw materials in China. In the first 10 months of this year, Ningbo customs supervised the import of recycled metal raw materials, accounting for more than 40% of the total volume of the country. In order to further improve the accuracy and efficiency of inspection, Ningbo Customs has carried out the concept of "data empowerment and technological innovation" throughout the whole chain of supervision, innovatively launched "Yongzhi" Ai auxiliary inspection agent for recycled metal (hereinafter referred to as "Yongzhi" AI agent), explored the use of "equipment collaboration+image recognition+AI analysis" mode, improved the unity and standardization of law enforcement, and promoted the upgrading of supervision mode from "civil air defense" to "technical defense". 
"We have introduced UAVs to cooperate with 'Yongzhi' AI agent to carry out the inspection and supervision of recycled metals. ”According to the relevant person in charge of the follow-up disposal department of Beilun customs under Ningbo customs, "the UAV automatically takes a panoramic view of the goods according to the preset route and transmits the image data to the background. Then, based on the visual recognition model, the 'Yongzhi' AI agent intelligently compares and analyzes all the captured images with the declaration data, which can identify the name of the goods within 1 minute at the fastest, and make an intelligent comprehensive judgment on the on-site inspection items such as inclusions, non-metallic coatings, hazardous wastes, etc. ”
In order to improve the accuracy of AI agent discrimination, the on-site customs officers have collected more than 5000 on-site pictures such as raw material close-up and details of suspicious objects under the customs supervision scene, and built a reference sample library and typical seized case library covering all kinds of compliant raw materials to continuously feed the training of AI agents. 
In addition, Ningbo customs also uses the large language model as the technical base, combined with enhanced retrieval generation technology, to create an AI intelligent question and answer assistant and embed the "Yongzhi" AI agent to provide a portable "toolbox" for the customs inspectors, so as to realize the digitization of knowledge base retrieval, the intellectualization of human-computer interactive question and answer, and the standardization of result output. 
Creating an "intelligent guide" for passengers' customs clearance
"Hello, do you have any luggage to declare?" as soon as the voice fell, in the entry hall of Yangzhou Taizhou International Airport, the built-in system of AI smart glasses worn by Yangzhou customs officers under Nanjing Customs translated the voice into Korean in real time. Under the guidance of customs officers, a South Korean passenger quickly completed the luggage declaration process, and the whole process was less than 3 minutes. "The communication was very smooth and the experience was very good," the passenger said. 
With the continuous growth of the number of foreign inbound passengers, improving communication efficiency has become an important part of optimizing customs clearance services. "The newly equipped AI smart glasses have the function of two-way simultaneous interpretation in multiple languages. ”The relevant person in charge of the travel Inspection Department of Yangzhou Customs said, "when communicating with foreign passengers, the system can translate the customs officer's words into foreign languages in real time and broadcast them through glasses and speakers, and the passenger's answers will also be translated into Chinese subtitles and displayed on the lens." whether it is health declaration verification, luggage inspection, or policy interpretation of prohibited items, it can achieve "communication without obstruction" with the help of AI smart glasses.

At present, this AI intelligent glasses, which integrates 5g communication, AI and augmented reality (AR) technology, has been connected to the intelligent travel inspection system of Nanjing Customs. The on-site inspection officer can receive the control information and manifest dynamics in real time when wearing the glasses, and the backstage officer can also view the on-site real-time picture synchronously to provide support for on-site decision-making. In case of special circumstances, you can also apply for expert remote guidance online, forming a linkage mechanism of "on-site customs officer+background support+expert remote guidance", which effectively improves the efficiency of customs supervision and emergency response capacity. 
At present, with the intelligent assistance of AI smart glasses, digital people and other technologies, digital intelligent management has been run through all aspects of passenger clearance. Yangzhou customs' on-site travel inspection has realized the embedded supervision of "from person to thing, from thing to person". The average customs clearance time of a single inbound passenger has been reduced by 35%, and the overall customs clearance efficiency has increased by about 50%.  
Turning to the scene of the travel inspection at Shenyang Taoxian International Airport, a blue and white two-dimensional code poster of the "National Guard of the travel inspection" agent was particularly eye-catching. "How much cash can I take out of the country at most?" "how can I handle the tax refund for departure?"... Just scan the code on my mobile phone, and the customs "intelligent Wizard" can quickly answer these questions. 
"This agent applet answered my questions in a few seconds, with complete entry procedures and quarantine requirements, and my trip to Shenyang began so easily." Ms. Kim, a Korean tourist, said with admiration. 
The "National Guard of travel inspection" agent applet is an intelligent consulting application specially created by Shenyang Customs for entry-exit passengers. The small program is based on the AI model, combined with the records of the travel inspection hotline and common consulting information, to carry out in-depth learning on the problems concerned by passengers, realize the real-time response of scene and personification, and can solve passengers' problems anytime, anywhere, and optimize passengers' customs clearance experience.

In order to better serve the local economic and social development, Shenzhen Customs has successively added departure tax rebate business points at land ports such as Futian, Shenzhen Bay and Luohu, promoting Shenzhen to become the city with the largest number and the most complete types of departure tax rebate ports in the country, and providing more convenient service support for cross-border consumption.
