Reform never stops, opening up never stops. The Central Economic Work Conference has included "adhering to reform to tackle key problems and enhance the vitality of high-quality development" and "adhering to opening up and promoting win-win cooperation in various fields" into the key tasks of economic work next year, releasing a clear signal to promote high-quality development and Chinese path to modernization in deepening reform and expanding opening up. To study and implement the spirit of the Central Economic Work Conference, we must vigorously promote the spirit of reform and opening up, focus on stimulating the driving force and vitality of high-quality development, firmly deepen reform and expand opening up, and constantly create new situations for economic and social development.

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly stated that during the 15th Five Year Plan period, economic and social development must adhere to comprehensive deepening of reforms, with reform and innovation as the fundamental driving force. 2026 is the starting year of the 15th Five Year Plan. Standing at a new starting point, there are still many old problems and new challenges in China's economic development. In promoting innovative development in trade, we will advance the integration of trade and investment, domestic and foreign trade, encourage and support service exports, and actively develop digital and green trade.
