“千吨计划”促进高原生态保护和畜牧业发展“双赢”

据拉萨海关统计，前三季度，西藏口岸进口青贮饲草1104.3吨、贸易值78.9万元，同比分别增长83.58%、84.68%；自2023年7月该品类首次进口以来，已累计进口1788.73吨，贸易值130.48万元，这一成果的背后，是西藏对生态与产业平衡的深度考量。

　　近年来，西藏自治区启动中尼饲草种植“千吨计划”，通过“跨境采购+技术合作”模式，既破解本地畜牧业饲草缺口，又为中尼农业发展开辟了新路径。而拉萨海关的系列举措，正是这一计划高效落地的关键支撑。

　　拉萨海关动植物和食品检验检疫处郭雄介绍，为保障“千吨计划”落地见效，拉萨海关打出通关服务“组合拳”：为进口企业提供从境外企业备案到税收优惠政策解读等“一站式”服务，采取单证前置审核、24小时预约通关等措施，并通过“优先检测、先检后付”机制，优化抽样送检流程，进一步压缩通关时长。

　　“尼泊尔青贮饲草的进口，确实解决了我们企业的燃眉之急，也让我们对畜牧业的发展有了更足的信心。”西藏日喀则市百亚成农牧产品加工有限公司负责人次旺说。

According to the statistics of Lhasa Customs, in the first three quarters, 1104.3 tons of silage grass were imported at Xizang ports, with a trade value of 789000 yuan, up 83.58% and 84.68% year on year respectively; Since the first import of this category in July 2023, it has accumulated 1788.73 tons of imports, with a trade value of 1.3048 million yuan. Behind this achievement is Xizang's in-depth consideration of ecological and industrial balance.

In recent years, the Xizang Autonomous Region has launched the "1000 ton Plan" for forage planting between China and Nigeria. Through the "cross-border procurement+technical cooperation" model, it has not only broken the forage gap in local animal husbandry, but also opened up a new path for China Nigeria agricultural development. The series of measures taken by Lhasa Customs are the key support for the efficient implementation of this plan.

Guo Xiong, from the Animal, Plant and Food Inspection and Quarantine Department of Lhasa Customs, introduced that in order to ensure the effectiveness of the "Thousand ton Plan", Lhasa Customs has launched a "combination punch" of customs clearance services: providing import enterprises with "one-stop" services from overseas enterprise filing to tax preferential policy interpretation, adopting measures such as single certificate pre-approval and 24-hour appointment clearance, and optimizing the sampling and inspection process through the "priority testing, inspection before payment" mechanism, further reducing the clearance time.
