商务部召开政策解读专场外资企业圆桌会
10月20日，商务部副部长兼国际贸易谈判副代表凌激在京主持召开政策解读专场外资企业圆桌会，170余家外资企业及在华外国商协会代表参会。工业和信息化部、财政部、商务部有关司局负责人进行政策解读并回应外资企业反映的问题诉求。
凌激表示，今天，党的二十届四中全会隆重开幕，将为未来五年中国发展擘画蓝图。“十四五”前四年，中国GDP增速平均为5.5%，在复杂严峻的外部环境下，中国经济展现出强大韧性和巨大潜力，并充满活力，为外资企业带来广阔机遇和良好预期。今年9月，中方有关部门广泛征求企业和公众意见，并借鉴国际经验，经审慎研究，出台了《关于在政府采购中实施本国产品标准及相关政策的通知》，规定各类经营主体平等享受相关支持政策，有力保障外资企业参与政府采购的合法权益。在后续出台具体产品标准时，我们将做到依法依规、透明公正，欢迎包括外资企业在内的各方提出意见建议。关于出口管制问题，凌激强调，中方对相关物项实施出口管制是坚定维护世界和平和地区安全稳定、履行防扩散国际义务的负责任之举，同时依法审批合规贸易，维护全球产业链供应链稳定。
与会外资企业表示，当前国际贸易投资面临挑战增多，中国政府持续扩大开放，在稳外资、促发展方面展现出坚定决心与务实举措，期待“十五五”规划为外资企业提供更大发展空间，愿继续加大在华投入，深化合作，助力中国高质量发展。

The Ministry of Commerce held a roundtable meeting on policy interpretation for foreign-funded enterprises
On October 20th, Ling Ji, Deputy Minister of Commerce and Deputy Representative for International Trade Negotiations, presided over a policy interpretation session for foreign-funded enterprises in Beijing, with over 170 foreign-funded enterprises and representatives from foreign business associations in China attending. The heads of relevant departments and bureaus of the Ministry of Industry and Information Technology, the Ministry of Finance, and the Ministry of Commerce will interpret policies and respond to the issues and demands raised by foreign-funded enterprises.
Ling Ji stated that today, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China is grandly opening, which will lay out a blueprint for China's development in the next five years. In the first four years of the 14th Five Year Plan, China's GDP growth rate averaged 5.5%. In the complex and severe external environment, the Chinese economy has shown strong resilience and enormous potential, and is full of vitality, bringing broad opportunities and good expectations for foreign-funded enterprises. In September of this year, relevant departments in China extensively solicited opinions from enterprises and the public, and drew on international experience. After careful research, they issued the "Notice on Implementing Domestic Product Standards and Related Policies in Government Procurement", which stipulates that all types of business entities equally enjoy relevant support policies, effectively safeguarding the legitimate rights and interests of foreign-funded enterprises in participating in government procurement. In the subsequent release of specific product standards, we will ensure compliance with laws and regulations, transparency and fairness, and welcome opinions and suggestions from all parties, including foreign-funded enterprises. Regarding the issue of export controls, Ling Ji emphasized that China's implementation of export controls on relevant items is a responsible measure to firmly maintain world peace and regional security and stability, fulfill international obligations to prevent proliferation, and at the same time approve compliant trade in accordance with the law to maintain the stability of the global industrial and supply chains.
Foreign enterprises attending the meeting expressed that international trade and investment are facing increasing challenges, and the Chinese government continues to expand opening up, demonstrating firm determination and pragmatic measures in stabilizing foreign investment and promoting development. They look forward to the "15th Five Year Plan" providing greater development space for foreign-funded enterprises, and are willing to continue to increase investment in China, deepen cooperation, and help China achieve high-quality development.
